The Pobeihe Reservoir Scenic Area is located at the junction of Xin County and Guangshan County, two old revolutionary base areas in the southeastern part of Henan Province. It covers an area of approximately 25.6 square kilometers, including 13.8 square kilometers of land and 11.8 square kilometers of water surface. It is recognized as a Henan Provincial Water Conservancy Scenic Area and a Henan Provincial Tourist Attraction.

The Pobeihe Reservoir Scenic Area is centered around the Pobeihe Reservoir. Situated at the northern foot of the Dabie Mountains and on the right branch of the Huang River, which is part of the Huai River system, the reservoir is located 3 kilometers from Pobeihe Town in Guangshan County. It is a large-scale comprehensive water conservancy project primarily for flood control and irrigation on the upper reaches of the Huai River, while also serving aquaculture, power generation, urban water supply, and tourism. It controls a catchment area of 222 square kilometers and has a total storage capacity of 235 million cubic meters. Construction of the reservoir began in 1966 and was fully completed in 1972 when it started to serve its intended purposes. The Pobeihe Reservoir enjoys a unique geographical location, lying 25 kilometers respectively from both Xin County and Guangshan County to the north and south. It is adjacent to Provincial Highway 213, connected to National Highway 312 to the north, and near National Highway 106 to the east. The Beijing–Kowloon Railway and the under-construction "Daguang" Expressway pass close by, with the Daguang Expressway’s Puhe entrance just 4 kilometers from the reservoir—offering extremely convenient transportation.

Pobeihe Town: A town under the jurisdiction of Guangshan County. In 1957, the Pobeihe Commune was established, restructured as a township in 1983, and upgraded to a town in 1985. Located in the southern part of the county, it is 25 kilometers from the county seat. Covering an area of 150 square kilometers, it has a population of 54,000. The Beijing–Kowloon Railway, the Zhaihe–Xinxian Highway, and the Pobeihe–Yanhe and Pobeihe–Liangting Highways run through the town.
