Located in Xiaohuanling Village, Xinxishi Town, Jingshan County. In October 1940, Japanese troops launched an unprecedented large-scale mopping-up operation in the Bazi Gate area. The border region’s central leadership relocated to Xiaohuan Ridge in Jingshan, making it the new command base of the border region. The Henan-Hubei Border Region Party Committee was stationed in Wujia Bay of Xiaohuan Ridge, while the Border Region Military-Political Joint Office and later the Border Region Administrative Office, hospitals, were successively located in Xiangjiawan and Luojiawozhi in the Xiaohuan Ridge area. The Border Region Security Command was stationed at different times in Zhangjiapo of Xiaohuan Ridge, Yingzigou of Xiangjiachong, and Baiguoshu Wan. Hongshan Middle School was based in Daliushuwan. The printing house and repair workshop of Qi Qi Bao newspaper were located in Tangjiachong of Wangjiawan, and the garment factory was in Xiaoquanchong. The Border Region Construction Bank, Guard Regiment, and October Theater, among other units, were all stationed in various villages around Xiaohuan Ridge. During the Japanese mopping-up operations, hidden military caves such as the Large and Small Xiaohuan Caves, Yanwu Cave, Zhizhu Cave, and Gouyan Cave were used to shelter wounded New Fourth Army soldiers and hide ammunition, as well as to secretly print border currency and newspapers. From October 1940 to June 1942, the border region’s party and government leadership resided in Xiaohuan Ridge for nearly two years. The glorious Xiaohuan Ridge was referred to by comrades as the “Little Yan’an” of the border region.

Xinxishi Town: Xinxishi Town is a historic mountain city that served as a county seat as early as the beginning of the Western Han Dynasty. Xinxishi is the earliest place name in Jingshan to appear in historical records. In 1980, it was renamed from Chengguan Town to Xinxishi Town and serves as the political, economic, and cultural center of the entire county. The town administers 26 villages, 137 villager groups, 8 community neighborhood committees, covering a total area of 321.2 square kilometers with a population of 125,000, including 20,552 agricultural residents. It currently has 39,981 mu of arable land, 270,000 mu of forested land, 7,000 mu of fruit and forestry bases, and 6,000 mu of aquaculture water surface.
