  I. Basic Attributes and Functional Introduction

The tea produced in Xiushan County comes from the Wuling Mountain area, grown at altitudes above 800 meters in misty mountain regions. Far from urban areas, the air is fresh, the environment is pollution-free and non-toxic, with overlapping lush mountains and a beautiful landscape. The region experiences frequent fog in winter and spring, cloudy skies in summer and autumn, fertile land rich in comprehensive nutrients, and contains over 20 kinds of essential trace elements such as selenium and zinc that are vital to human health, offering special benefits such as anti-aging, anti-cancer, sterilization, and anti-inflammation. Xiushan tea is made from high-quality, tender tea leaves through meticulous processing, representing a premium product among green teas. It features crystal-clear tea soup, long-lasting fragrance, and a mellow, fresh taste.

  II. History and Opportunities

The history of tea production in Xiushan is long-standing, with local people having a tradition of drinking tea and historically engaging in tea cultivation. According to elderly farmers, teas such as “Mengdong Tea” from Mengdong Village in Pingma Township, “Pingyi Tea” from Minzhu Village in Zhongling Township, and “Jianshan Tea” from Bamao Village in Haiyang Township were famous in nearby provinces and counties as early as the late Qing Dynasty and early Republican period for their quality—so fine that copper coins would dissolve in the mouth. These teas were listed as “tribute teas” at the time, and there were sayings such as “a bushel of rice for a pound of tea” and “this tea cures all diseases.”

With the continuous expansion of tea base areas in our county, gradual deepening of product processing, and increasingly obvious industrial advantages, the development prospects are getting better and the tea industry is receiving more and more attention from leaders at all levels. To focus on developing the tea industry, the Xiushan County Party Committee and County Government have introduced a series of supportive policies. Since 2006, the county’s fiscal investment in the tea industry has reached 35 million yuan.

  III. Base Construction

Our county has established standardized and large-scale tea seedling bases in suitable areas of Zhongling Town and E’rong Town, with Zhongling Tea Industry Co., Ltd., a municipal-level leading enterprise, serving as the main seedling breeder. These bases meet the sapling needs of newly built tea bases within the county. In 2011, a 500-acre seedling breeding base was established, capable of producing 80 million seedlings per year, sufficient for the needs of a 20,000-acre tea base.

In terms of preferential policies for base development, besides support from land transfer and the Grain for Green program, our county has also introduced a seedling subsidy policy. The county finance provides subsidies for new tea base seedlings, with a subsidy of up to 780 yuan per acre, achieving a 100% subsidy rate. Through several years of vigorous development of the tea industry, our county’s tea base area has reached 60,000 acres, with 5,000 acres of standardized high-quality tea bases, 200 acres of high-standard pollution-free tea garden demonstration plots, and 2 high-standard cutting seedling bases. In terms of tea base management, our county maintains a focus on quality and brand awareness, establishes management standards, increases investment in science and technology and technical training, improves product quality, and adapts to the diverse demands of the tea market.

  IV. Processing Scale

Traditionally, tea processing in our county was carried out by tea farmers through small-scale family workshops, characterized by limited production scale, weak technical capacity, relatively backward processing equipment, a single variety structure, inconsistent product quality, and minimal driving force. In 2002, Mr. Shi Xinhuang, a businessman from Fujian, invested in building the Zhongling Tea Factory, enabling our county’s tea industry to begin combining high-, medium-, and low-end products. Currently, there are five enterprises engaged in tea production and processing in the county, including three municipal-level leading enterprises. The development driven by these five enterprises has strongly advanced the growth of the tea industry in our county.
