Zhanyi Village Scenic Area
Zhanyi Village Scenic Area is a national AAAA-level tourist attraction.
Zhanyi Village in Tangchang Town is located at the foot of Hengshan Mountain and beside the Baitian River. It sits at the junction of Pixian District, Dujiangyan City, and Pengzhou City. The village has 2,158.5 mu of arable land, covering a total area of 2,853.8 mu. It comprises 9 agricultural cooperatives, 506 households, and 1,682 residents. The village Party branch oversees 9 Party groups and has 67 Party members. The village has 8 collectively owned enterprises (all operating under lease), and 5 private enterprises. The regional GDP is 134.7 million yuan. The village collective has 12.8 million yuan in own funds (including 8.2 million yuan in fixed assets and 4.6 million yuan in cash).
In the 1970s, Zhanyi Village was an advanced model village for the national "Learn from Dazhai in Agriculture" campaign at the provincial, prefectural, and county levels. After the Third Plenary Session of the 11th CPC Central Committee, the village earnestly implemented the guidelines of the central government, focusing on economic development. It was the first in the county to establish collective enterprises. It started with a brick factory, then used a snowball approach to successively set up 12 collective enterprises, leading to the growth of the collective economy.
In 1994, during the county’s first batch of shareholding system pilot projects, five of the village’s more profitable enterprises — “Pioneer No. 1 Brick Factory,” “Pioneer Brewing Factory,” “Huifu Broad Bean Paste Factory,” “Pioneer Flour Processing Factory,” and “Pixian Compound Fertilizer Factory” — were restructured into shareholding cooperative enterprises. Together, they formed the “Chengdu Jifeng Industrial Corporation.” The company established a board of directors to manage operations. However, due to management issues, the enterprises’ performance gradually declined, and their assets continued to diminish. To change this situation and ensure the enterprises’ survival and prevent further loss of collective assets, in 2003, the village’s two committees promptly took action, signing share transfer agreements with shareholders. The village collective acquired all individual shares. From then on, the enterprises became wholly owned by the village collective again. After asset verification and property clearance, the fixed and intangible assets of the enterprises were leased to operators, while the current assets were sold to them. The village collective recovered over 4.2 million yuan. After the restructuring, the village collective’s annual income increased by more than 100,000 yuan compared to the past, reaching over 400,000 yuan, laying the foundation for Zhanyi Village’s development.
As the collective grew wealthier, the villagers also benefited. Starting in 2005, the village collective distributed 40 yuan per person annually as industrial support for agriculture, strongly supporting agricultural development. The village also covered the cost of the new rural cooperative medical insurance for all residents. Elderly villagers aged 60 and above received an annual pension subsidy of 160 yuan, and children in daycare received a subsidy of 60 yuan per person, gradually improving the welfare benefits for villagers.
Under the leadership of the higher-level Party committee and government, the two committees of Zhanyi Village mobilized all Party members and villagers to earnestly implement the spirit of the 16th and subsequent National Congresses of the Communist Party of China, as well as various policies and guidelines. They emancipated their thinking, broadened their approaches, and insisted on promoting both material and spiritual civilization. On one hand, they vigorously developed the village’s collective economy, continuously improved operational mechanisms, strengthened the collective economy, and increased farmers’ incomes. On the other hand, they enhanced rural spiritual civilization, improved the overall quality of villagers, fostered a positive village culture and public ethos, and comprehensively advanced the dual development of material and spiritual civilization in Zhanyi Village. Their efforts earned recognition from the Central Propaganda Department, as well as provincial, municipal, and county authorities. In 1991, the village was awarded “Advanced Village-Level Organization” and “Model Unit for Joint Military-Civilian Spiritual Civilization Construction” by the Chengdu Municipal Government, and “Advanced Village-Level Organization of Sichuan Province” by the Sichuan Provincial Government. In 1995, it was named “Well-Off Village of Sichuan Province.” In 1997, it received the title “Model Unit for Joint Military-Civilian Socialist Spiritual Civilization Construction” from the Central Propaganda Department and the PLA General Political Department. In 1998, it was honored as “Five-Good Village Party Branch of Sichuan Province” by the Sichuan Provincial Party Committee. In 1999, it was designated a “Civilized Village” by the Chengdu Municipal Party Committee and Government. In 2000, it was named a “Civilized Village” by the Sichuan Provincial Party Committee and Government. Additionally, it was repeatedly recognized as “Red Flag Party Branch,” “Advanced Grassroots Party Organization,” and “County-Level Civilized Unit” by the county Party committee.
On October 8, 2018, following local recommendations and expert reviews, the Ministry of Agriculture and Rural Affairs planned to recommend Zhanyi Village as one of China’s Beautiful Leisure Villages for 2018.
In January 2019, Zhanyi Village Scenic Area was proposed for designation as a national 4A-level tourist attraction.
