“Cao Cao’s Prime Minister Mansion” is located on the east side of Wei Emperor Wu Square in downtown Xuchang, covering an area of 18 mu. It is a complex of Han-style ancient architecture consisting of the mansion gate, the Hall of Seeking Virtuous Officials, the Seven-Step Pavilion, the Council Chamber, and others. It is an important part of the Three Kingdoms cultural attractions in Xuchang and will become a landmark site of the former capital of the Cao Wei regime.

“Cao Cao’s Prime Minister Mansion” was where Cao Cao handled state and military affairs. The Tuntian Edict and the Edict for Seeking Virtuous Officials, which laid the foundation for the dominance of the Cao Wei regime, were both born here. According to historical records, during the Jian’an era, Cao Cao welcomed Emperor Xian of Han to Xuchang, was promoted to the position of prime minister, wielded power over the feudal lords in the name of the emperor, was granted the Nine Bestowments, and was enfeoffed as the King of Wei. Later, when Cao Pi usurped the Han throne, the Cao family residence evolved from a prime minister’s office to a royal palace, and then further into an imperial palace.

It is understood that Cao Cao’s Prime Minister Mansion is a major project in the development of Xuchang’s tourism attractions and a key urban redevelopment initiative. The project was invested in by Xuchang Hengda Group with nearly 30 million yuan, and constructed by Hubei Huanya Garden Ancient Architecture Co., Ltd. Construction began in July 2008, and as of November 19, the main structure has been completed, with the site expected to open to the public by the end of the year. It is reported that interior decoration of “Cao Cao’s Prime Minister Mansion” has commenced, and the site will feature a large statue of Emperor Wu of Wei, along with massive murals depicting stories from the Three Kingdoms period.

The overall layout of the Cao Cao’s Prime Minister Mansion attraction emphasizes a progressive, scenic-every-step effect. It mainly includes the Imperial Street, the Wei Emperor Wu Archway, the Wei Emperor Wu Garden, the Preface Hall, the Hall of Seeking Virtuous Officials, the Council Chamber, the Poetry Composition Tower, the Armory Cave, the Back Garden, the Green Plum Pavilion, the Prime Minister’s Banquet Hall, the Wellness Center, the antique, Jun porcelain, and tourist goods market, the Scholars’ Street, the Generals’ Street, the Beauties’ Street, and the New Romance of the Three Kingdoms Grand Stage.

Among them, the Preface Hall—also known as the restored Xuzhou Prefecture Government Office—will primarily feature static displays of photos, charts, and cultural relics, highlighting the broader historical background before Xuchang became a capital. The three-courtyard complex includes the Hall of Seeking Virtuous Officials, the Council Chamber, and the Poetry Composition Tower.

In front of the Hall of Seeking Virtuous Officials, there is a screen wall—the large relief sculpture “Gazing at the Vast Sea.” The hall itself mainly features relief groups that reflect Cao Cao’s political ambition to recruit virtuous officials and unify the realm. The Council Chamber primarily showcases Cao Cao’s political, economic, and military achievements, and includes silicone statues of Cao Cao with his civil and military officials. The three-story Poetry Composition Tower offers many highlights. The first floor mainly displays the literary achievements of Cao Cao and his three brothers, the second floor focuses on Jian’an literature and the Seven Masters of Jian’an, while the third floor highlights the eight most famous “beauties” of the Three Kingdoms period.

It is worth mentioning that the interior landscape design will also incorporate lighting, animation, and four-dimensional modern technology to offer visitors a novel, time-travel-like experience that blends reality and illusion.
