The Former Site of the Zhejiang Provincial Committee of the CPC in Lishui is a Zhejiang Provincial-level Cultural Relics Protection Unit, a classic red tourism destination, and a base for patriotic education.

Located in Xihe Village, Chengguan Town. In the winter of 1939, the Zhejiang Provincial Committee of the CPC moved to Lishui. The next May, it opened a business named Xinghua Guanghuo Hao at Sipailou in the city as a front. Liu Ying, the Provincial Party Secretary who used the alias Wang Zhiyuan, lived here under the guise of being the shop owner, leading the province’s Party work and the anti-Japanese salvation movement until the Provincial Committee relocated to Wenzhou in April 1941. The site is a double-eaved wooden building facing west, covering a construction area of 163.38 square meters with three rooms over two floors, now serving as an exhibition room.
Between 1939 and 1941, the Zhejiang Provincial Committee of the CPC established more than ten secret activity sites in the suburbs of Lishui City, including: Xinghua Guanghuo Hao, Huang Jingzhi Law Firm, and the residence of Secretary Liu Ying.
Xinghua Guanghuo Hao faces east and has four bays over two floors, built with wood. The first floor served as a shop, while the second floor was used for lodging and office work. Secretary Liu Ying, posing as a merchant, used the shop as a liaison station for the Provincial Committee, handling communications and receptions with the Southeast Bureau and various Special Committees.
The Huang Jingzhi Law Firm covers an area of about 600 square meters and features a traditional two-courtyard layout, with a main gate, courtyard, main building, and backyard along the central axis, and wing rooms on both sides of the front courtyard. The main building is a two-story brick-and-wood structure with a hip roof that blends Chinese and Western architectural elements. Huang Jingzhi, an underground CPC member, used his identity as a lawyer to assist the Party actively with his whole family. In 1938, the Chushu Special Committee set up a liaison point at the firm to manage communication with counties, which later became a major activity hub, liaison station, and venue for important meetings of the Provincial Committee.
The former residence of Liu Ying is a two-bay, two-story wooden residential building with a rear awning extension. The main structure uses a combination of raised-beam and through-tenon construction. Comrade Liu Ying lived here for over two years, leading the Party work in Zhejiang Province and the anti-Japanese salvation movement.
These three sites were all key activity locations of the Provincial Committee in Lishui and hold significant importance in Zhejiang’s anti-Japanese salvation movement and Party history, bearing witness to the arduous struggles of Communists during that period.
