Penglai Water City is a National Key Cultural Relics Protection Unit.

Also known as "Beiwo City" (City to Guard Against Japanese Pirates), Penglai Water City is located at the foot of Dan Cliff Mountain, north of Penglai City, beneath the Penglai Pavilion. Integrated with the Penglai Pavilion, it is an exquisitely designed and uniquely structured ancient city. The water city borders Hua River to the east and leans against Dan Cliff to the west, backed by mountains and facing the sea, occupying a strategically vital location. It is the most well-preserved ancient naval base in China and a National Key Cultural Relics Protection Unit.

In the ninth year of the Hongwu reign during the Ming Dynasty (1376), due to raids by Japanese pirates, Dengzhou was elevated to the status of a prefecture, and a water city harbor was constructed on the site of the old Daoyu Fort. The walls were built using stone, covering a total area of 250,000 square meters. The central rectangular Xiaohai (Little Sea) area within the city stretches 655 meters from north to south, covering 70,000 square meters, dividing the water city into eastern and western halves. It was used for mooring ships and naval drills. At the inner and outer water gates, structures such as docks, wave-calming platforms, and breakwaters were built to reduce wave impact, block silt, and calm currents. Penglai Water City formed a rigorous maritime military defense system. During the Ming and Qing dynasties, naval forces were stationed here, warships moored, and patrols conducted, making it a vital border defense post. Its defensive reach extended from Chengshantou in the east, to Wudingying and Dagou River in the west, and to the vast sea areas northeast of Beihuangcheng in the north. Since 2005, the local government has invested 550 million yuan to restore the Ming-era ancient city walls, excavate ancient shipwrecks within Xiaohai, rebuild the Beiwo Dusi Mansion according to the standards of a second-rank official from the Ming Dynasty, and restore the Sanguan Temple, barracks, and drill grounds. New constructions include an Ancient Ship Museum and a comprehensive service area totaling over 20,000 square meters, along with the establishment of five heritage protection zones—maximizing cultural relic preservation. Penglai Water City showcases ingenious design in port site selection, harbor development, and engineering techniques, holding a significant place in the history of Chinese harbor architecture.

1. From Beijing: Take the Beijing–Fuzhou Expressway → Jiqing Expressway → Weilai Expressway → Weiwu Expressway → exit at Penglai West → drive straight north to Penglai Long-Distance Bus Station → reach the scenic area. Approximately 15 minutes after exiting the highway.

2. From Shanghai: Take the Shanghai–Nanjing Expressway → Ninglian Expressway → Tongsan Expressway → Weiwu Expressway → exit at Penglai → drive straight north to Penglai Long-Distance Bus Station → reach the scenic area. Approximately 15 minutes after exiting the highway.
