The XinTai Revolutionary Martyrs' Cemetery serves as a patriotic education base.

The XinTai Revolutionary Martyrs' Cemetery was built in 1987, covering an area of 89 mu. It lies against the towering, lush QingYun Mountain and beside the expansive QingYun Lake, creating a grand and scenic setting. The cemetery collectively houses the remains of 1,973 named revolutionary martyrs from XinTai and 719 unnamed martyrs, spanning the periods from the Agrarian Revolutionary War, the Anti-Japanese War, the Liberation War, to the peaceful construction era of 1973. Among them, there are 108 notable martyrs. In June 1990, it was designated as a provincial-level key protected site by the People's Government of Shandong Province.

To fully leverage the cemetery’s role as a patriotic education base for “commemorating martyrs and educating the public,” and to establish XinTai as a red tourism destination, the XinTai Municipal Party Committee and Municipal Government have invested over 10 million yuan since 2009 in renovating and expanding the cemetery. A new martyrs' tomb area of 5,000 square meters was developed, featuring more than 2,000 horizontal tombstones made of Liubu Red granite, where all scattered remains of revolutionary martyrs from XinTai were centralized. Additionally, one revolutionary history memorial hall, one martyrs’ monument, one memorial archway, two pavilions, one martyrs’ names monument pavilion, one unnamed martyrs’ monument pavilion, a 2,600-square-meter mourning square, a 500-square-meter landscape square, a 3,870-meter-long memorial pathway, and over 10,000 square meters of newly landscaped greenery were constructed or renovated. The XinTai Revolutionary History Memorial Hall opened to the public on July 1, 2012. It displays a wealth of historical documents and revolutionary relics, with exhibits divided into four sections: "Sparks in Pingyang," "Bloodshed in the War of Resistance," "The Liberation Tide," and "Immortal Martyrs." Through artifacts, photographs, and texts, it details XinTai’s glorious revolutionary history and showcases the arduous struggles and great spirit of the martyrs. The entire cemetery forms a garden-style complex centered around the martyrs’ monument, mourning square, and revolutionary history memorial hall, flanked by symmetrical pavilions, pathways, and landscaping. It echoes the ancient “Ao Mountain Cliff,” one of the Eight Scenic Spots of Old XinTai, and features unobstructed roads, clean surroundings, blooming flowers in three seasons, and scenic views year-round. It serves multiple functions including commemoration, mourning, education, leisure tourism, and office reception. Currently, it is recognized as a Party Member Education Base by the Tai’an Municipal Party Committee Organization Department, a Patriotic Education Base by Tai’an City, a Patriotic and Revolutionary Tradition Education Base by XinTai City, and a Moral Education Practice Base for primary, secondary, and tertiary institutions such as Taishan Medical University.

In recent years, the Management Office of the XinTai Revolutionary Martyrs' Cemetery has meticulously maintained various commemorative facilities in accordance with national and provincial regulations such as the "Management and Protection Measures for Revolutionary Martyrs’ Memorial Buildings." It has diligently researched and organized revolutionary historical materials, and actively carried out diverse educational and promotional activities. Each year, the cemetery receives over 40,000 visitors from all walks of life for commemorative purposes and conducts more than 200 thematic educational events, effectively fulfilling its role as a patriotic education base. Meanwhile, the cemetery has also achieved significant progress in management and infrastructure development. From 2005 to 2014, it was rated as a “XinTai City Civilized Unit” for ten consecutive years. In 2011, it was honored as an “Advanced Collective in Tai’an City’s Party History Work.” In 2012, it was named an “Advanced Collective in Shandong Province’s Civil Affairs System” and a “Public Satisfaction Window” in the provincial civil affairs system’s Service Excellence Campaign by the Shandong Provincial Department of Human Resources and Social Security and the Provincial Department of Civil Affairs. In 2015, it was designated as a “Provincial Social Science Popularization Education Base” by the Publicity Department of the Shandong Provincial Committee and the Shandong Federation of Social Sciences.
