Location: Meifu Village, Qinqjiang Town, Shicheng County

The site is located in Meifu Village, Qinqjiang Town, commonly known as the "Red Hemp Strip House." The central part is the ancestral hall of the Huang family, with wing rooms on both sides. Built during the Jiaqing reign of the Qing Dynasty, it features a typical Hakka residential architectural style. It covers an area of over 1,000 square meters, with a built-up area of 2,331.48 square meters.

On June 22, 1930, following Mao Zedong’s directive that “the Red Army should assist local Party organizations in mobilizing the masses, organizing local revolutionary forces, and establishing revolutionary political power,” the Red 12th Army, led by acting army commander Luo Binghui and political commissar Tan Zhenlin, arrived in Shicheng from Changting. On June 25, they reached Longgang in Shicheng, then advanced toward the county seat. In the early hours of June 27, they occupied the county seat, with the army headquarters stationed at this site.

On June 28, the Red 12th Army and local revolutionary forces in Shicheng held a mass meeting at the West Gate Temple in the county seat, announcing the establishment of the Shicheng County Revolutionary Committee, which was under the jurisdiction of the Southern Jiangxi Revolutionary Committee of the Ganxi Soviet Government, with Xie Xueming as chairman. On July 6, after the Red 12th Army left Shicheng, the county seat was quickly captured by the Jingwei Corps, forcing the dissolution of the Revolutionary Committee. In February 1931, the Red 12th Army recaptured Shicheng, and the county Revolutionary Committee was reinstated. Its offices were initially located at the Minggong Ancestral Hall (within the former site of the County People’s Government), and in the autumn of 1933, they moved to the Red Hemp Strip House.

This site is currently the only well-preserved former county-level Soviet government site in the southern Jiangxi Soviet Area, holding significant historical value for the study of Soviet political construction and the revolutionary history of the people of Shicheng. In March 2018, it was designated as part of the sixth batch of cultural relic protection units of Jiangxi Province.
