The martyrdom site of Pan Xinyuan is located at the foot of Fenshan Mountain in Lupu Town.
Pan Xinyuan (1903–1930), from Liuyang, Hunan, went to southern Zhejiang in the second half of 1930 and served as the political commissar of the 13th Army of the Chinese Workers' and Peasants' Red Army. In November, he traveled to Wugen in Wenling, the base of the Red Second Regiment, to carry out work. Later in the month, he went to Taishan Island in Yuhuan to learn about the training of the Chumen (maritime) guerrilla unit. On the morning of December 4, he set off for a meeting in Wenzhou following a notice from the Zhejiang Special Committee of the Chinese Communist Party. Together with a soldier from the Red Second Regiment, he took a small boat from Taishan Island to Jiuyan Port, then transferred to an outbound freighter at Waitang. However, due to a tip-off, he was captured by the water police team of the 4th Security Regiment of the Kuomintang’s Zhejiang Provincial Forces, who had been lying in wait inside the freighter’s hold. He was executed on the spot on the tidal flats at the foot of Fenshan Mountain in Lupu.
The martyrdom site of Pan Xinyuan connects to the steep sluice of Fenshan Mountain to the south, borders Yueqing Bay to the west, links to the Xuanmenwan Coastal Wetland Park to the north, and faces Dadao Island in Yueqing Bay across the sea.
