The Memorial Hall of the Second Regiment of the 13th Red Army's Sea Guerrilla Unit is a classic site on China’s red tourism route.

The Memorial Hall of the Second Regiment of the 13th Red Army's Sea Guerrilla Unit is located at the southern foot of Liyu Mountain in Hexin Village, Qinggang Town.

In 1929, as peasant armed uprisings surged across southern Zhejiang, the Taizhou Central County Committee of the Communist Party of China dispatched Liu Kumín and Cheng Shunchang to Fangdu and Qinggang to carry out revolutionary activities. Ying Baoshou from Zhongzhao Village in Fangdu Township and Yang Zeyi (also known as Deyi) from ??xin Village in Qinggang Township responded enthusiastically. Within a month, they organized teams of over 50 members each to engage in anti-tyranny and anti-rent struggles. In July 1930, these two groups were integrated into the newly formed 2nd Regiment of the 13th Red Army’s Chumen (Sea) Guerrilla Unit, with Ying Baoshou serving as unit commander. Operating in the waters around Yueqing Bay, they fought in over 20 battles of varying scale, including the annihilation of the Fangdu Tea Head Militia and the Qinggang Ferry Militia, as well as fierce clashes with the provincial security forces. These engagements dealt heavy blows to the reactionary rule of the Kuomintang and rural feudal powers, while spreading the ideals of the Communist Party and the Red Army across vast rural areas of southern Zhejiang, sowing the seeds of revolution. However, they faced severe suppression by the Kuomintang regime, and 19 fighters, including Ying Baoshou and Yang Zeyi, sacrificed their lives heroically.

The Memorial Hall of the Second Regiment of the 13th Red Army's Sea Guerrilla Unit sits against a backdrop of green hills, surrounded by residential buildings. The site was originally the location of the Ping Shui Yuwang Temple built during the Republican era, which was later converted into Tan Yue Primary School. After the school’s closure in 1989, the people of Hexin Village spontaneously initiated the establishment of this memorial hall to promote the spirit of the 2nd Regiment of the 13th Red Army and honor the achievements of revolutionary martyrs. Covering a building area of 1,500 square meters and a protected area of 2,500 square meters, the memorial hall was completed through community efforts. In 1990 and 2007, a memorial pavilion and a wall of martyr commemorative plaques were respectively built on the back hillside. The plaque wall features 51 commemorative stones detailing the life stories of key deceased leaders of the 13th Red Army and 47 martyrs from Yuhuan. In February 1992, it was designated as a Yuhuan County Patriotic Education Base.
