Phoenix Mountain is a historically renowned mountain in Northeast China. It is located in Tangtun Village, Xihé Town, Shulan City, 2 kilometers from National Highway 202, 4 kilometers from Xihé Town Government, 54 kilometers from Shulan City, and 60 kilometers from Jilin City. With an elevation of 365 meters, it is part of the Changbai Mountain range and covers a total area of 880 hectares. To the east are continuous rolling peaks, to the west is the boundless expanse of land. Towering pines and cypresses on the mountain frame resplendent temples, while the beautiful Songhua River meanders like a jade ribbon at the foot of the mountain. As the highest among the surrounding peaks, Phoenix Mountain boasts majestic and steep terrain, resembling a dragon raising its head or a beautiful phoenix spreading its wings.

The Ten Thousand Buddhas Temple is a grand temple complex situated on Phoenix Mountain. A total investment of 10 million yuan has been made, with a total construction area of 1,800 square meters. It includes the largest Mahavira Hall in Northeast China, measuring 26 meters in length and 13 meters in both width and height. The hall is splendidly adorned and vividly crafted. Other structures such as the Heavenly King Hall, Bell and Drum Towers, Three Saints Hall, Arhat Hall, Scripture Depository, Dining Hall, Six Spirits Pagoda, and exhibition halls form a complete and grand temple complex. Phoenix Mountain also features legendary attractions such as Haiyun Cave, Three Immortals Cave, Dry Well, Phoenix Claw Rock, Mini Stone Forest, Netherworld, Eight Immortals Gazing at the River, Phoenix-Welcoming Pavilion, Cloud Mist Pavilion, Dragon-Phoenix Pavilion, and Sacred Water Pavilion, creating a mystical and colorful landscape. Currently, Xihé Town Government is planning to construct an aerial cableway and commence development of Heilongtan. It is expected that the fame of Phoenix Mountain will significantly rise in the coming period, making it a must-visit religious tourism destination in the three northeastern provinces.

Phoenix Mountain was originally built during the Yongzheng reign of the Qing Dynasty and expanded in the sixth year of the Guangxu reign (1880). It was completely destroyed during the Cultural Revolution. In 1992, Master Jingran came to this mountain and, with strong support from the local government, reconstruction began. Historical relics were restored, attracting increasing numbers of visitors. During temple fairs, people from nearby towns flock here. On the eighth, eighteenth, and twenty-eighth days of the fourth lunar month each year, four to five hundred thousand people visit the fair, creating an unprecedented spectacle. In March 2003, Phoenix Mountain was listed as one of the top ten scenic spots in Jilin City, and in August 2004, it was rated as a National AA-level Tourist Attraction.

Established as a district in 1949, it became a township in 1956, was restructured as a commune in 1961, reverted to a township in 1984, and was upgraded to a town in 1992. Located in the western part of the city, it covers an area of 169 square kilometers with a population of 32,000. The Hei (Heihe) – Da (Dalian) Highway passes through the area. It borders the Songhua River to the west, and the Gaya River runs across the territory.
