Xin'an Tourist Scenic Area is situated in the southeastern mountainous area of Shulan City, 2 kilometers from the Jiaojin Highway and 45 kilometers from Shulan City. Covering an area of 1,020 square kilometers, it features endless mountain ranges stretching east to west all the way to the main peak of Changbai Mountain. Seven large state-owned forest farms under the Shangsen Bureau are located within the scenic area, and the newly built cement roads are like golden ribbons connecting the transportation routes between Jilin, Jiaohe, and Wuchang—offering extremely convenient access. The natural landscapes of Xin'an Maoshan and Zuoshi Mountain are breathtaking, making them ideal destinations for spring outings, hiking, and sightseeing. Xin'an Reservoir, one of the nationally invested medium-to-large reservoirs, has a water surface area of 380,000 square meters and a water storage capacity of 2,100 cubic meters. Here, lush mountains layer the landscape, valleys weave through misty peaks, red leaves form natural screens, and the lake water is crystal clear—truly a scene of “majestic peaks and blue waters reflecting the azure sky.” It is a paradise for poets, painters, and photography enthusiasts, as well as an outstanding travel route.

The red maple trees here, also known as “Ningjinzhi,” are a rare and precious species. It is said that large areas of red maple trees in the world are found only in four countries: the United States, Canada, North Korea, and Jilin Province in China. In the golden October, the vibrant red maple leaves are especially enchanting. With streams cascading down cliffs and murmuring waters, the beauty of Red Leaf Valley has won the favor of tourists from both within and outside the province. Photography enthusiasts from Beijing, Tianjin, Inner Mongolia, Shandong, Jilin, and Liaoning provinces gather in Xin'an Red Leaf Valley every year during the “Golden Week” of National Day. In 2000, the Xin'an Township Government and the Municipal Tourism Bureau, introduced by photography journalists, discovered Red Leaf Valley and began preliminary development over a year earlier than Jiaohe City. In 2002, the first Red Leaf Tourism and Culture Festival was held in Xin'an Township, followed by the second edition in 2003.

Other attractions in Xin'an Tourist Scenic Area open to visitors include the Red Leaf Corridor, Red Leaf Waterfall, Daiwang Lazi, Catfish Rock, Jiufeng Mountain, and more. In 2005, the preliminary development of the Huolun River rafting tourism project began, and since then, it has attracted tens of thousands of visitors every year.

Currently, the municipal Party committee, municipal government, Municipal Tourism Bureau, and Xin'an Township Government are planning large-scale development and construction for Maoshan and Huolun River rafting. It is expected that in the near future, this place will become even more vibrant and colorful.
