The former site of the Hedong Administrative Committee (Little Yan'an) is a cultural relic protection unit of Heping County and a classic red tourism attraction.

The former site of the Hedong Administrative Committee is located in Zhangxia, Hedong Village, Guzhai Town, Heping County.

In mid-March 1947, leaders of the Jiulian Working Committee — Yan Shangmin, Wei Nanjin, and Zhong Junxian — came from Hong Kong to the Jiulian area to organize the resumption of armed struggle. In 1948, following the Jiulian Working Committee’s directive to promptly establish people's political power, a number of township and village-level people's governments were set up. In the same year, the Hedong County Administrative Committee was established in Zhangxia, Guzhai, with Lin Jingqiu as its chairman. It was under the leadership of the Jiulian Working Committee and governed the Hedong region as well as north Sichuan. After its establishment, the committee played an extremely important role in supporting the troops and mobilizing the masses to participate in revolutionary activities.

The building was constructed during the Qing Dynasty, facing south. It covers an area of 245 square meters, with a total width of six bays spanning 17 meters and a depth of three courtyards totaling 13.5 meters. It features a timber, brick, and tile structure with a flush gable roof, gray tiles, ridge tiles stacked vertically, lime-compacted wall foundations, earthen brick walls, and a floor paved with blue bricks. The layout consists of three courtyards and six bays, with an additional wing corridor built on the eastern side. The front has a row of two doors with wooden door frames; the main entrance is on the west side. Upon entering, there is a courtyard leading to the upper hall, and a two-story watchtower is built at the southeast corner. On both sides of the main gate, ink slogans from the time of the Nationalist encirclement campaigns are still preserved: “Down with the bandit Lin Jingqiu” and “Capture Lin Jingqiu alive, the government will reward 500 dan of grain.”

In January 2010, it was designated as a key cultural relic protection unit by the Heping County Government.
