The former site of the first Party training class in Heping County is located in Sānqǐrén Natural Village, Xiàjìng Village, Rèshuǐ Town, Heping County. In August 1938, the Heping County Branch of the Communist Party of China was established. In December 1939, the Heping County Committee of the CPC held its first cadre and party member training class in Sānqǐrén, Rèshuǐ. The training class was presided over by Zhou Baoshi, the secretary of the county committee, with Chen Xiang, the secretary of the Longchuan County Committee, providing on-site guidance. Party members such as Fang Hua (Luo Xiang), Zhang Jueqing, Zhou Baoshi, Zeng Jinghu, Chen Xiang, Lin Jingqiu, Wang Shouzhong, Luo Wenlun, Luo Weizhi, Xu Ziqing, Ye Jingfen, Chen Ren, Zeng Wenbin, Luo Baixuan, Huang Foguang, and Luo Zhushi participated in the training. The building was originally constructed during the Qing Dynasty and belonged to a local family surnamed Liao. The main structure faces south and is situated to the north, covering an area of 360 square meters, with a total width of 24 meters and a depth of 15 meters. It features a civil-structured timber, brick, and tile construction, with a flush gable roof, gray tiles, ridge tiles stacked vertically, stone mountain walls at the base, yellow rammed earth walls, and a courtyard and steps paved and built with mountain stones. There is an open space in front of the entrance, and in front of that space stands a row of two-story buildings. To the east of the entrance, there is also a row of two-story buildings.

In January 2012, it was included in the Heping County Register of Immovable Cultural Heritage Protection Sites.
