The ruins of the People's Government of Gaoshan Township are located in Shanwoli, Chilikeng, Longzhou, Pengzhai Town, Heping County.

In 1948, after the Spring Festival, just as the rent and debt cancellation and land reform movements in the Gaoshan area were largely completed, the Work Committee of the East He District instructed that a people's government be established in Gaoshan Township. On the 28th day of the first lunar month of that year, a founding assembly for the "People's Government of Gaoshan Township" was convened under the leadership of Chen Rongzhang, instructor of the "Tianjin Team," in Shanwoli, Chilikeng, Longzhou Village, Gaoshan. The meeting was attended by over 60 people, including cadres from various village peasant associations and militia captains. It announced the appointments of Huang Haitian as township head, Ye Chunde as deputy township head, Ye Yaomei as publicity officer, Ye Zuchang as finance and grain officer, Ye Hengsong as armed forces officer, Chen Daowu as peasant association officer, Ye Jingqiu as political officer, Ye Hengkai and Luo Yaozhong as township committee members, and Ye Jiqing as party branch secretary. At the same time, a permanent armed force team for Gaoshan Township was established. This township government operated until after the national liberation, when it was relocated to the current site of the Pengzhai Town Government.

The site is a building that once belonged to a local family surnamed Liang, covering an area of 330 square meters, with a width of five bays totaling 22 meters and a total depth of 9 meters. It has a structure of earth, wood, brick, and tile, with mud-brick walls, a front yard, and a mountain at the back. Originally, it was a place where local villagers surnamed Ye processed tea. Due to its remote location, in the 1960s, residents of Shanwoli moved to live in Liangwu, Longzhou. Without proper maintenance, the site has since collapsed.

In January 2012, it was included in the Heping County Inventory of Immovable Cultural Heritage Sites.

Pengzhai Town: Located in the southeastern part of Heping County, Pengzhai Town covers an area of 188.7 square kilometers. In 2003, An’ao Town was merged into Pengzhai. The town administers 35 administrative villages and one neighborhood committee, with a population of 65,211, making it the second-largest central town in Heping County. In 2003, the total agricultural output value was 90.79 million yuan (current prices). The town is 27 kilometers from the county seat and serves as a transportation hub and economic center for the lower half of Heping County.
