In May 1939, in response to evolving circumstances, the “Heping County Committee of the Communist Party of China” was established under the leadership of the Longchuan Central County Committee of the CPC. After the establishment of the county committee, the party organizations within the county saw significant development, with the successive formation of six district committees: Shangreshui, Xiare shui, Dongshui, Pengzhai, the county seat, and Daba, encompassing a total of 29 branches. In September, the first branch of the CPC Heping East District was established in Daba Village, Dongshui Town, Heping County. The branch secretary was Luo Can, and it had a total of 11 party members. The branch office was located at - Primary School. After its establishment, the branch formed a militia task force to carry out revolutionary struggles. At the same time, mobile tax stations were set up in areas such as Chuan’keng, Huangbang, and Xialongba to raise funds and supplies for the troops.

This former site is a residence originally built by villagers of the Luo family during the Qing Dynasty. The house faces southwest and is situated to the northeast, covering an area of 225 square meters, with a total width of 14.7 meters and a depth of 15.3 meters. It is a square-style enclosed house with a three-courtyard, three-room layout. The structure is made of earth, wood, brick, and tile, featuring a flush gable roof with gray tiles and ridge tiles stacked on edge. The walls are made of rammed lime, and the floors are paved with blue bricks. During the Republican era, this building housed - Primary School.

In January 2012, it was included in the Heping County Register of Immovable Cultural Relics.
