The Site of the First CPC Peace County Branch is a cultural heritage site protected by Peace County and serves as a patriotic education base.
The Site of the First CPC Peace County Branch is located at the Luo Family Ancestral Hall in Zhongxing Village, Reshui Town, Peace County.
In the summer of 1934, Luo Xiang (Fang Hua) and Zhang Jueqing founded Donghua Primary School in Reshui, which was housed in the Luo Family Ancestral Hall. Luo Xiang served as the principal, Zhang Jueqing as the teaching director, and they hired progressive youths such as Luo Jingqing and Wang Shouzhong as teachers. In early 1938, the CPC Guangdong Provincial Committee dispatched Mai Ren (Mai Wen, from Dongguan) to revive and develop the Party organization along the upper reaches of the Dong River. In May of the same year, Mai Ren met Luo Xiang in Laolong through Huang Yongshu (a prospective Party member), who introduced them. Mai Ren then went with Luo Xiang to Reshui in Peace County to conduct an in-depth evaluation of Luo Xiang and Zhang Jueqing. Mai Ren concluded that both were ready, deciding to first recruit Luo Xiang into the Party and then have him recruit Zhang Jueqing. After joining the Party, Luo Xiang and Zhang Jueqing recruited Ye Jingfen, and in June 1938, established the CPC Peace County Party Cell, with Luo Xiang as the cell leader, under the leadership of the CPC Longchuan Branch. From June to August 1938, the Party Cell successively recruited ten more members: Huang Jingbai, Luo Baoxuan, Chen Ren, Luo Weizhi (Luo Jingqing), Zhang Ping (Zhang Xiangzhen), Wang Shouzhong, Zhu Licong, Luo Ruke, Huang Foguang, and Luo Beixing. In August of that year, the CPC Peace County Branch was established at Donghua Primary School in Reshui, with Luo Xiang as the branch secretary, Zhang Jueqing as the organizational committee member, and Ye Jingfen as the propaganda committee member. It was under the leadership of the CPC Longchuan Central Branch, with a total of 13 Party members. After the establishment of the Party organization, Luo Xiang actively promoted the work of the Peasant Association and the Anti-Japanese Self-Defense Team. The Reshui Peasant Association engaged in fierce struggles with local landlords and gentry, sparking a high tide of “25% rent reduction,” successfully implementing a 25% reduction, with tenant farmers paying “60% in summer, 40% in winter.”
The Luo Family Ancestral Hall was originally built during the Qing Dynasty. It faces north and covers an area of 369 square meters, with a width of five bays (12.8 meters) and a depth of three courtyards interspersed with a courtyard (30.4 meters). It has a structure of wood, earth, brick, and tile, with blue brick foundation walls, mud-brick walls coated with lime plaster on the surface, and a flush-gable roof. The entrance gate is of the concave-entrance style, and there used to be anti-Japanese war propaganda murals on the right side of the main gate, which were covered during renovation. In July 2011, it underwent comprehensive restoration by the municipal and county governments.
In January 1983, it was designated as a Key Cultural Relics Protection Unit by the Peace County Government. In June 2011, it was recognized as a Patriotic Education Base by the Heyuan Municipal Party Committee and Municipal Government.
