The former site of the concealment point and liaison station of the Hui’an Special Branch of the CPC is located at the former residence of Chu Fuyuan in the Ganzheyuan Natural Village, Xiaoba Village, Tuling Town, Quangang District, Quanzhou City, Fujian Province.
In March 1934, Cao Hai, Secretary of the Hui’an Special Branch of the CPC, and others established a concealment point and liaison station at the home of Chu Fuyuan in Ganzheyuan.
In August 1936, Secretary of the Hui’an Special Branch of the CPC, Zeng Lu, was being hunted by the enemy. He moved to Sanzhu Village to hide, then later to the back of Tuling (staying at the home of Xie Shenshui), Ganzheyuan (staying at the home of Chu Fuyuan), and Nanpu Xilong (staying at the home of Lin Honggong) to carry out covert activities. Soon after, he reconnected with Cai Xianbiao of the Central Fujian Special Committee who was hiding in northern Hui’an. The Hui’an Special Branch came under the leadership of the Central Fujian Special Committee, with Zeng Musheng and Chen Jianqiu added as members. In late July 1937, following instructions from the Central Fujian Working Committee to promote the anti-Japanese salvation movement, Zeng Lu established an anti-Japanese work team. They organized peasant associations, student unions, and mutual aid groups in Huangtian, Chentian, Dongping, Zhaihou, and Ganzheyuan in Tuling, Lun tou and Xilong in Nanpu, as well as Du Yun and Dapu in Xianyou, mobilizing the masses for the anti-Japanese salvation effort.
In June 1946, Lin Pingfan, Zhang Haitian, Zhu Hanying, and other leaders of the Hui’an County Working Committee of the CPC, in accordance with the work guideline of “dispersing and concealing while actively developing,” went to Tuling, Lukou, Xiaoba, and Sanping to restore party organizations, develop party members, build up a peasant militia, and open up new areas. In the winter of 1948, the County Working Committee sent Zhu Lianfa, Zhu Chengcai, Zhu Dejin, and others to strengthen work in Tuling. Zhu Lianfa and others contacted Chu Fuyuan, Chen Woshui, Lin Dou, and others through Chen Jinyuan (a native of Shishang Village and a member of Haixiang University’s Party group), thereby developing the party organization. In March 1949, the Hui’an County Working Committee decided to restore and rebuild the Tuling District Working Committee, appointing Chen Jinyuan as Secretary (also serving as Propaganda Commissioner), Lin Dou as Organization Commissioner, and Chu Fuyuan as Armed Forces Commissioner. The Tuling District Working Committee established eight party branches with a total of 54 party members. It also formed a 60-member Tuling guerrilla unit affiliated with the Hui’an People’s Guerrilla Unit of the Central Fujian Detachment of the Min-Zhe-Jiang Guerrilla Brigade.
From March to April 1949, the District Working Committee and guerrilla unit cut down power poles, severed telephone lines, and burned bridges along the route from Yiban to Baishuilin, disrupting the enemy’s rear and delaying their retreat. On June 28, together with the County Guerrilla Unit, they advanced directly to Wangchuan, killing Jiang Yizhi, the notorious head of the Wangchuan Township Office, and Pan Anyong, head of the criminal police squad of Hui’an’s secret police. In early July, armed personnel were organized to take positions on Beikeng and the mountaintop of Huyan Temple, striking against the Kuomintang forces that were besieging the Hui’an County Working Committee headquarters at Sanzhu Houzhai Village, achieving victory in the anti-siege struggle. On August 23, they militarily liberated Hui’an County and took over the administrative regions of Tuling and Tianma.

Xiaoba Village: Located in the northwest of Tuling Town, Xiaoba Village borders Xianyou to the west, Songyuan Village to the east, Zhangjiao Village to the south, and Xianyou to the north. The area enjoys convenient transportation, fresh air, and a pleasant environment, presenting a peaceful and tranquil scene. The village is traversed by the Xiaoba Highway. It has a total of 8 villager groups, 638 households, 2,573 residents, 42 low-income households, and 73 party members. Major crops include rice, sweet potatoes, and peanuts. Educational facilities are relatively complete, with two primary schools. Additionally, postal and telecommunications infrastructure is well-developed, with full mobile communication signal coverage.
