The establishment of the WaiKeng Soviet regime and the frequent offensives launched by the Second Red Army Detachment greatly alarmed the Kuomintang authorities. Especially in mid-December 1930, when Chen Tianzhang led his troops to capture the fortified tower of a local landlord and gentry member named Jiang in Meiyang, arrested and executed Jiang, and then Jiang’s son went to the city to bring back a battalion of naval troops to retaliate against the Red Army, the Red Army actually defeated them despite being outnumbered, which further enraged Lin Shouguo, the garrison brigade commander. He then planned the “encirclement” of the WaiKeng Soviet Area. On December 26, over 100 Red Army soldiers, led by Chen Tianzhang, Tang Jun, and others, were lured by a turncoat named Ma who had infiltrated the Red Army into Luwei Village in WaiKeng to struggle against local tyrants and evil gentry. At that time, around 6 companies of the Marine Corps and Guangye Militia assembled by the garrison brigade headquarters in Putian, along with scattered local armed forces from several villages around WaiKeng totaling nearly 1,000 men, attacked Luwei Village from three directions. Luwei is a basin that is easy to attack but hard to defend. Due to the complacency and underestimation of the enemy by the Red Army leaders, after entering the village, the troops only posted a sentry on the nearby northern cliff and were completely unaware of the approaching encirclement. That morning, the Red Army captured the local tyrant Ma, brought him to a mass meeting for criticism, and confiscated his grain, property, and pork to distribute among the poor. At noon, while the Red Army was having lunch, the enemy had already tightened the encirclement, and two of the Red Army sentries were immediately stabbed to death. This was followed by the deafening sound of gunfire as pistols fired relentlessly. Chen Tianzhang and Tang Jun immediately directed the troops to retreat into the mountains toward Qingshan and Xiayao. But the Red Army forces were pinned down by enemy fire in a small mountain pass with extremely disadvantageous terrain, caught in a dilemma, forced to fight, and ultimately, due to being vastly outnumbered, the unit was quickly scattered. In this battle, 37 Red Army soldiers were killed, Chen Tianzhang, Tang Jun, and others were wounded and captured before being executed, and the anti-“encirclement” struggle ended in failure.
