The former site of the Mentai Tobacco Reconstituting Factory is located south of Chenjiao Village, Mentai Town, Fengyang County (now Xincheng Community, Mengcheng Industrial Park), dating back to the Republican era. It falls under the category of important modern historical sites and representative buildings, covering an area of 230,000 square meters. It is a cultural relic protection unit of the fifth batch in Chuzhou City, with the announcement document number Chuzheng Mi [2017] No. 122.

Protected Area: An area extending 5 meters outward from all four sides of each building.

Construction Control Zone: Includes the perimeter wall of the West Garden where the main building of the West Garden is located, as well as an area extending 50 meters outward from the surrounding walls of the factory compound.
