Shaoyang County has a history of over 2,500 years in producing tea oil. In 2008, its tea oil output exceeded 5,000 tons. After on-site inspections by the China National Food Industry Association and expert evaluations, the county was officially designated as the “Tea Oil Capital of China.” A number of well-known refined tea oil brands have emerged, such as “Tea Seed Emperor,” “Baoshing Guifang,” “Ririlian,” and “Rongfeng.”

As the central production area for oil-tea camellia in China, Hunan Province has over 46 million mu of mountainous land suitable for cultivating oil-tea camellia. The current oil-tea camellia forest area reaches 17.78 million mu, accounting for one-third of the national total. The annual tea oil output is 104,000 tons, nearly half of the country’s total. Both the cultivation area and production volume rank first in China. Shaoyang County has a history of over 2,500 years in producing tea oil. On this ancient and fertile red soil, not only do oil-tea camellia trees enjoy optimal growing conditions, but the culture of cultivating them and consuming their oil also boasts a long history. The local people have a special fondness for oil-tea camellia trees—almost every household plants them, saying it’s “one year of planting, a hundred years of benefit.” The region has long been known as the “natural oil depot” of southern Hunan.

Especially since 2006, based on in-depth research, the Shaoyang County Party Committee and County Government, adhering to the principle of “developing industry based on agriculture, and fostering industries around industrial growth,” have focused on making the oil-tea camellia industry a leading sector for enriching the people and strengthening the county. After thorough analysis and argumentation, they proposed the strategic goal of building a major southern production base for tea oil, regarding the expansion of the oil-tea camellia industry as a key measure to promote new rural development and drive county-level economic growth. They have persisted in this effort with unwavering commitment. “Adhering to scientific development and expanding the oil-tea camellia industry” has yielded phased results. A series of policies and measures have been formulated around the tea oil industry, including the “Decision on Accelerating the Development of the Oil-tea Camellia Industry” and the “Shaoyang County Oil-tea Camellia Industry Development Master Plan.” Over the past three years, 50,000 mu of high-quality, high-yield oil-tea camellia forests have been newly planted, 100,000 mu of low-yield oil-tea camellia forests have been upgraded, and 129 oil-tea camellia production bases have been established. Among these, there are 13 demonstration bases for upgrading low-yield forests exceeding 500 mu, 10 bases exceeding 1,000 mu, and in 2008, the tea oil output exceeded 5,000 tons. After on-site inspections by the China National Food Industry Association and expert evaluations, the county was officially designated as the “Tea Oil Capital of China.”

As the “Tea Oil Capital of China,” Shaoyang County has always attached great importance to the development of the oil-tea camellia industry. According to statistics, in recent years, the county has integrated 40 million yuan in various agricultural-related funds and leveraged diversified investments—including integrating departmental funds, attracting social capital, securing bank credit, and activating corporate funds—to drive the growth of the oil-tea camellia industry. At the same time, the county has fully utilized the brand advantage of being the “Tea Oil Capital of China” and its resource advantages in oil-tea camellia to attract investment and introduce a number of large-scale tea oil processing enterprises, such as “Changjiang Grain & Oil,” “Ruibo Tea Oil,” “Huaqiang Grain & Oil,” “Xinglong Grain & Oil,” and “Ririlian Tea Oil Professional Cooperative,” with an annual processing capacity of 20,000 tons. Additionally, the county has actively pursued the recognition and certification of national and provincial-level agricultural (forestry) industrialization leading enterprises and well-known brands. A number of refined tea oil brands have emerged, such as “Tea Seed Emperor,” “Baoshing Guifang,” “Ririlian,” and “Rongfeng.”
