The Huainan National Defense Mobilization Training Base serves as a patriotic education base and a national defense education base.

The Huainan National Defense Mobilization Training Base is located 100 meters west of Quanyan Village, Shangyao Town, Datong District, Huainan City, 25 kilometers from the city center and 6 kilometers from the Huaihuai-Fuyang Expressway’s Huainan East entrance and Huainan East High-Speed Railway Station. Established in September 2009 and put into use in May 2011, it covers an area of approximately 150 acres with a construction area of about 20,000 square meters. It mainly consists of four sections: the teaching and office area, training area, weapons and equipment storage area, and living support area. Managed uniformly by the Huainan Military Sub-district, it currently has 3 management personnel, 18 staff members, and 15 support personnel. In 2011, the base was named the “Huainan National Defense Education Base,” in 2014 it became known as Huainan National Defense Park, in 2015 it was designated by the provincial government as the third batch of “Anhui Provincial National Defense Education Bases,” and by Huainan City as the second batch of Patriotic Education Bases.

The municipal national defense mobilization training base features complete facilities and supporting functions, including a comprehensive building, military training building, ammunition depot, vehicle and artillery garage, indoor shooting range, expansion training field, tactical training field, outdoor shooting range, sports field, and other related facilities. It meets the requirements of “eight rooms” (theoretical teaching room, simulation training room, multimedia classroom, specialized training classroom, network classroom, training materials room, training equipment room, weapons room, multi-functional classroom), “four fields” (common subjects training field, small arms shooting field, specialized technical training field, tactical training field), “three zones” (teaching zone, training zone, living zone), and “two halls” (pistol shooting hall, national defense education hall). Guided by informatization, focused on enhancing the capability to support diverse military missions, and based on a model of civil-military integration, peacetime-war compatibility, resource sharing, and integrated development, the base adapts to the new demands of mission fulfillment in the new era. It is a vivid practice of the Scientific Outlook on Development in national defense construction and serves as a modern, multifunctional comprehensive base integrating military training, equipment storage and management, national defense education, patriotic education, and red tourism. It is primarily used to support training for government agencies, militia units and national defense mobilization committee specialized units, military training and patriotic education for high school students, as well as to host “Military Day” activities for municipal and county (district) party and government organs and enterprises and institutions, large-scale military subject demonstration performances, and national defense mobilization drills. It is also the designated training base for the chemical defense units of the militia reserve in Anhui Province, as confirmed by the Anhui Provincial Military District.

The municipal national defense mobilization training base features interconnected military-civilian information networks, comprehensive simulation training equipment, and a rich array of visual, textual, and physical exhibits in the national defense education hall. It serves as an important platform for deepening patriotic education, popularizing national defense education for all, advancing military training implementation, and promoting the development of reserve forces. It has had a significant impact on strengthening national defense education for three key groups in Huainan City—leading cadres, youth students, and militia reserve personnel—and continuously extending national defense and patriotic education into society.

Over the past five years, Huainan City has actively explored a path of base-oriented, joint, and comprehensive military training. Organizing military training for all first-year high school students across the city has been regarded as an important means of deepening national defense education and strengthening patriotic education. On the basis of completing basic skill training, students are specially arranged to watch red films, learn to sing red songs, write reflections, and visit the national defense education hall to receive red influence, understand the development of the Party, the country, and the military, share their love for the nation and the armed forces, and subtly receive patriotic and collectivist education, laying a solid ideological foundation of concern for national defense and dedication to the motherland. At the same time, the base makes full use of existing resources and leverages its educational function. Each year, it hosts high-standard training sessions for specialized militia cadres and backbone militia members, as well as educational training for municipal leadership, party and government officials, newly recruited civil servants, and employees of enterprises and institutions. Methods such as national defense knowledge lectures, national defense situation briefings, visits to the national defense education hall, and organized live-fire small arms shooting have effectively enhanced the national defense awareness and patriotic sentiment of Party members, cadres, and the public. According to statistics, since its inception, the base has hosted 1,200 training assessments for division and regiment-level officers of the provincial military district, provided national defense education training and “Military Day” activities for 25,000 administrative and enterprise personnel, and conducted military training for 48,000 students, achieving excellent comprehensive political, military, and social benefits. It has received high praise from key leaders of the National Defense Education Office, the military region, and the provincial military district.

Shangyao Town: Among the towns under the jurisdiction of Huainan City, none boasts a history as glorious as that of Shangyao Town. During the prosperous Tang Dynasty, it was one of the seven major porcelain capitals in the country, with the Shouzhou Official Kiln renowned far and wide, attracting merchants from all over and creating a scene of prosperity.
