Former Site of the Liu-Deng Army’s Liufan Highland Cadres Meeting

The former site of the Liu-Deng Army’s Liufan Highland Cadres Meeting is a cultural relic protection unit of Anhui Province and a classic red tourism attraction.

The former site of the Liu-Deng Army’s Liufan meeting is located in Liufan Village, Liufan Township, Taihu County, Anqing City.

It refers to the Hu Family Ancestral Hall, which consists of the New Hu Family Ancestral Hall and the Old Hu Family Ancestral Hall. Both were built during the Jiaqing reign of the Qing Dynasty and are typical examples of Hui-style architecture. In 1947, Liu Bocheng and Deng Xiaoping led the Central Plains Field Army to advance into the Dabie Mountains and held an important military meeting at the Hu Family Ancestral Hall in Liufan, historically known as the Liufan Meeting. This meeting site has been listed as a national red tourism destination.

Originally, there was a three-courtyard structure with a courtyard between each section, featuring a screen wall and walls, constructed with blue bricks and small tiles, and horse-head gables. It is a Qing Dynasty building, though the exact date is unknown. In the early years after the founding of the People’s Republic, it was used as Liufan Primary School, and since 1969, it has been used by Liufan Middle School.

In 1947, Liu Bocheng and Deng Xiaoping led the main forces of the Shanxi-Hebei-Shandong-Henan Military Region (the 1st, 2nd, 3rd, and 6th Columns), totaling 120,000 troops, to advance into the Dabie Mountains. In late October of the same year, they arrived in Liufan, our county. From November 9 to 12, a meeting was held at the New Hu Family Ancestral Hall in Liufan, attended by officers above the brigade level of the 3rd Column and cadres above the detachment level of the Western Anhui Working Committee and the Western Anhui People’s Self-Defense Army. Over thirty people attended. The Field Army’s Central Plains Bureau included Liu Bocheng, Deng Xiaoping, Zhang Ji Chun, Li Da, Liu Zi Jiu, and others; officers above brigade level of the 3rd Column included ..., Zeng Shao Shan, Yan Hong Yan, Zheng Guo Zhong, and others; cadres above detachment level of the Western Anhui People’s Self-Defense Army and local working committee members included Liu Chang Yi, Gui Lin Qi, Gan Yi Chuan, Zhang Wei Qun, Xu Zhi Zhong, Zhong Da Hu, Hu Peng Fei, He De Qing, Kong Ling Fu, Liang Cheng, and others.

The meeting lasted four days and was chaired by Zhang Ji Chun. During the meeting, Liu Bocheng and Deng Xiaoping gave reports on the current situation and tasks, emphasizing the implementation of the “Outline of the Chinese Land Law” and the Central Plains Bureau’s “Directive on Mobilizing the Masses and Establishing the Liberated Areas of the Dabie Mountains.” The meeting also decided to establish the Western Anhui Party Committee, the Western Anhui Administrative Office, and the Western Anhui Military District.

The Liufan Meeting was a significant meeting during the Liu-Deng Army’s strategic operations in the Central Plains and left a profound mark in the history of Anhui’s Liberation War. It laid a solid foundation for establishing the Dabie Mountain Revolutionary Base Area, guiding the struggle in Western Anhui, and further implementing strategic expansion. In August 2004, the Taihu County People’s Government designated it as a county-level key cultural relic protection unit. In June 2012, it was designated as a provincial-level key cultural relic protection unit by the Anhui Provincial People’s Government.

Liufan Village is located at the seat of the Liufan Township government, in the heart of the Dabie Mountains, upstream of the national-level Huating Lake Scenic Area. It is a typical old revolutionary base area. The former site of the Liu-Deng Army meeting—the New Hu Family Ancestral Hall—is situated in our village. After the village mergers in 2005, it was formed by combining the former Liufan, Shijing, Liangting, and Fengshu villages.
