The former site of the headquarters of the Shanxi-Hebei-Shandong-Henan Field Army is a National Key Cultural Relics Protection Unit and a classic red tourism destination.

The former site of the headquarters of the Shanxi-Hebei-Shandong-Henan Field Army is located in Beijiecun Village, Baiyige Township, Fan County. The site is a brick-and-wood structure covering an area of 441 square meters.

On September 27, 1946, the Party Committee, Administrative Office, and Military Command of the Shanxi-Hebei-Shandong-Henan Base Area were stationed here. In October, Liu and Deng—led their troops in launching a counteroffensive along the Longhai Railway section as well as battles in Cao County, Dingtao, Juye, and Juancheng, eliminating 47,000 enemy troops over four months. In November, the field army headquarters held a meeting here for cadres at the regimental level and above. Political Commissar Deng Xiaoping called on all soldiers to boost morale and strive for more victories. Commander Liu Bocheng delivered a report on military issues, ordering the army to concentrate superior forces to annihilate Kuomintang troops and liberate all of China. Soon after, the situation in the liberated areas improved, with unprecedented unity and enthusiasm for preparing for battle among both the military and civilians. This meeting laid the foundation for the Liu-Deng Army’s bold crossing of the Yellow River and their thousand-mile advance into the Dabie Mountains, marking the prelude to the strategic—offensive.

In August 2000, the former site of the headquarters of the Shanxi-Hebei-Shandong-Henan Field Army was designated as a municipal-level cultural relics protection unit by the Puyang Municipal Government.

Baiyige Township: Baiyige Township in Fan County is located at the southern gateway of the Fan County New District, bordering Yangji to the south, Wanglou to the west, and Menglou to the east. The Puyang-Taiwan Highway runs through the township, while the Wangzhang Highway crosses its territory. The Menglou River and Xinyang Main Canal flow through the area, providing abundant water resources and convenient transportation. The township comprises 44 administrative villages and 38 natural villages, with a total population of 32,000 and arable land of 49,000 mu. The seat of the township government is in Baiyige Village.
