The Former Site of the Shandong Sub-bureau of the CPC Central Committee is a Shandong Provincial Cultural Relics Protection Unit, a classic red tourism destination, and a patriotic education base.

The Former Site of the Shandong Sub-bureau of the CPC Central Committee is located in Wangzhuang Village, Xiawei Town, Yishui County. It is a provincial-level cultural relics protection unit and one of the first batch of key anti-Japanese war sites in Linyi City. In November 1938, the Shandong-Lu-Yu-Wan Border Region Provincial Committee of the CPC moved here, and in December the committee was renamed the Shandong Sub-bureau of the CPC Central Committee’s Northern Bureau. That same month, the Eighth Route Army’s Shandong Column was officially established, taking on the independent task of establishing the Shandong Anti-Japanese Base Area before the main force of the Eighth Route Army’s 115th Division arrived in Shandong.

The headquarters of the Shandong Sub-bureau of the CPC Central Committee stayed in Wangzhuang for over half a year. During that time, the bureau accomplished a great deal and achieved significant results. It restored the Party organizations in Shandong; established the Yimeng Mountain area as the center of the anti-Japanese base area; formed the Eighth Route Army’s Shandong Column according to central directives, unifying and reorganizing the province’s anti-Japanese armed forces; dispatched cadres to strengthen and complete the party committees in both Yishui and Mengyin counties; set up a Party school that trained a large number of party, government, and military cadres for various base areas; guided the establishment and development of self-defense corps and various mass anti-Japanese salvation organizations across Shandong, successively establishing democratic governments in 33 counties across the province; and pioneered nine anti-Japanese base areas within Shandong — including Central Shandong, Jiaodong, Southeastern Shandong, Southern Shandong, Qinghe, Tai xi, Northwestern Shandong, Huxi, and the Hebei-Shandong Border Area... Guo Hongtao, who was the bureau secretary at the time, said: “This period (referring to the bureau’s stay in Wangzhuang) has milestone significance in the eight-year history of the War of Resistance in Shandong, serving as a link between past and future.”

Xiawei Town: Located 30 kilometers west of Yishui County, Xiawei Town governs 51 administrative villages with a population of 53,000. The town enjoys convenient transportation, with the Yanshi Road, Cao Yao Road, Guo Wang Road, and Zhang Wang Road all intersecting here, forming an extensive and well-connected traffic network. The town is 50 km east of Yishui Railway Station, 85 km from Rizhao Port, 200 km from Qingdao Port, 89 km south of Linyi Airport, and 50 km west of the - Highway.
