Niuzhuang Town is a provincial-level central town, located at the southern end of Dongying’s urban center, 15 kilometers from the city center. It governs 42 villages, covers a total area of 116.9 square kilometers, and has a population of 44,000. It has been successively awarded titles such as “Provincial-Level Beautiful Environment Town” and “Provincial-Level Civilized Town.”

Niuzhuang Town boasts a rich historical and cultural heritage. One of China’s outstanding local operas—Lüju (Shandong Opera)—originated here. Shi Dianyuan, one of the main founders of Lüju, was born in Shijia Village, Niuzhuang Town. Driven by the culture of Lüju, folk cultures represented by Xiejia straw weaving and Caojia paper-cutting have also seen significant development. The distinctive cultural industry has further flourished, and cultural construction has effectively promoted the in-depth advancement of new rural development, creating conditions for the development of characteristic cultural tourism. Niuzhuang Town is also a well-known revolutionary base area. Seventy years ago, the heroic Eighth Route Army’s Third Detachment of the Shandong Column established the Guangbei Revolutionary Base centered around the reclamation area here and set up the Guangbei County Anti-Japanese Government. The Niuzhuang Martyrs’ Shrine built on the site of the former base is a provincial-level “Patriotism Education Base” and “National Defense Education Base,” making it well-positioned for the development of red tourism.

The development of ecological agriculture has been prioritized as a key task for the entire town. Efforts have been accelerated to build a modern agricultural industrial park. The development of Lüju cultural tourism has driven the comprehensive growth of tourism across the town, forming a tourism structure comprising five distinctive tourism zones: urban landscape area, sightseeing agriculture area, ecological agriculture area, historical and cultural tourism area, and folk tourism area.

High importance has been attached to ecological protection, with vigorous development of ecological industries and emerging sectors. Investment has been significantly increased to comprehensively enhance the greening project of the “three networks.” Over the past three years, 750,000 trees have been planted, adding over 5,000 acres of forested land, markedly improving the regional ecological environment. Vigorous support has been given to the development of village-based theater troupes, nurturing a new generation of Lüju talent. In partnership with the Shandong Provincial Lüju Theater, the “Lüyun Xiangqing (Lüju Charm and Rural Sentiment) Activity” has been launched, establishing the town as a practice base for the Shandong Provincial Lüju Theater and earning it the title of “Hometown of Shandong Lüju Art.” Lüju has been successfully inscribed on the national intangible cultural heritage list, strongly boosting the development of the Lüju cultural industry. Leveraging advantages such as its suburban location, convenient transportation, and excellent ecological environment, a project-driven strategy has been implemented. Key project construction has been vigorously advanced, with a focus on developing eco-tourism projects and striving to elevate the level of tourism industry development.
