The Victory TV Tower is one of the member towers of the High Towers Committee of the China Broadcasting and Television Society. Located at No. 395, West 4th Road, Xicheng District, Dongying City — in a bustling area of Xicheng — it is 8 km from the Dongqing Expressway, 1.5 km from Dongying Railway Station, and 25 km from Dongying Airport. Standing 208 meters tall, the tower combines sightseeing, dining, entertainment, and wireless signal transmission.

The first floor houses a welcome hall and a VIP lounge, the second floor contains a multifunctional hall, and the third floor is a business center. The underground section hosts the Victory TV Tower’s transmission room. The steel tower is equipped with two high-speed elevators that travel at 2.5 meters per second, taking just 45 seconds to reach the tower's observation deck from the ground. The tower deck is built between 112 and 131 meters above ground, with a maximum diameter of 27 meters. It features a revolving dining and sightseeing hall, an open-air observation platform, and more. The rotating restaurant takes about 45 minutes to complete a full circle. From the tower deck, visitors can enjoy panoramic views of the vast oil fields stretching as far as the eye can see — a truly spectacular sight.
