Former Site of the Hunan-Hubei-Jiangxi Provincial Committee of the CPC and the Provincial Soviet Government in Shangshan

The former site of the Hunan-Hubei-Jiangxi Provincial Committee of the CPC and the Provincial Soviet Government is a cultural relic protection unit of Jiangxi Province and a classic red tourism destination.

The former site of the Hunan-Hubei-Jiangxi Provincial Committee of the CPC and the Provincial Soviet Government is located in Shangshan Village, Shangshan Township, Xiushui County.

In March 1931, the Special District Committee of the Hunan-Hubei-Jiangxi Region of the CPC was established at Gongxuanwu in Shangshan, Xiushui. In early July of the same year, in accordance with the directive from the Central Committee of the CPC to unify the special district committees of the Party in all Soviet areas as provincial committees, thereby establishing them as a regular intermediate organizational level between local party organizations and the central leadership, the Special District Committee convened the First Congress of Party Representatives of the Hunan-Hubei-Jiangxi Border Region at Chudongshan in Dongmen, Liuyang. Over 200 delegates attended the 10-day meeting. The congress discussed and passed various resolutions, and elected the First Provincial Committee of the Hunan-Hubei-Jiangxi CPC, with Li Zongbai serving as the secretary. The province administered 36 counties, including 20 in Jiangxi, 7 in Hunan, and 9 in Hubei. Initially, the provincial committee was headquartered in Chudongshan Village, Dongmen Township, Liuyang, before relocating to Changshou Street, Pingjiang in August, and then moving back to Gongxuan Mansion in Shangshan, Xiushui in September.

The establishment of the Hunan-Hubei-Jiangxi Provincial Committee of the CPC made the formation of the Hunan-Hubei-Jiangxi Provincial Soviet Government inevitable. On September 23, the First Congress of Workers, Peasants, and Soldiers of the Hunan-Hubei-Jiangxi Soviet was held at the Catholic Church on Tianzhu Street, Changshou Street, Pingjiang. Due to enemy air raids during the meeting, it was relocated to Gongxuan Mansion in Shangshan to continue. Over 130 delegates from more than 20 counties attended. Following directives from the Central Committee of the CPC and the Central Bureau of the Soviet Area, and in accordance with the Central Committee’s instructions, the congress decided to abolish the Hunan Provincial Soviet Government and establish the Hunan-Hubei-Jiangxi Provincial Soviet Government. Lai Ruiqiao was elected as the chairman of the Executive Committee of the Provincial Soviet Government. The offices of the Provincial Soviet Government were initially co-located with the Provincial Committee at Gongxuan Mansion in Shangshan, Xiushui. On April 12, 1932, to implement the Central Bureau of the Soviet Area’s directive to expand southeastward, both the Provincial Committee and the Provincial Soviet Government moved to Yueshan Village, Xiaoyuan Township (now Xianyuan Town), Wanzi.

Additionally, at the end of 1930, the Hunan Provincial Soviet Government relocated here from Changshou Street, Pingjiang, and remained until early 1931 when it moved to Dongmen, Liuyang.

The former site of the Hunan-Hubei-Jiangxi Provincial Committee of the CPC and the Provincial Soviet Government was originally a landlord’s manor, also known as Gongxuan Mansion, and is built with a brick-and-wood structure. In December 2006, it was designated as a cultural relic protection unit of Jiangxi Province by the Jiangxi Provincial People’s Government.
