In 1927, the revolution was at an unprecedented low ebb. After Chiang Kai-shek openly betrayed the cause, he brutally suppressed Communists, and many Communist Party members and revolutionaries in Wanan County were killed. However, at the end of the year, under the leadership of the Wanan County Committee of the Communist Party of China, they disregarded the ferocity of the enemy and launched the Fourth Wanan Uprising. On the 8th, over 40,000 peasants' soldiers and revolutionary masses from Wanan divided into four columns and launched a fierce attack on the county town. Zhang Shixi personally led the troops to attack the east gate, Zhang Fanghui led the Liangkou peasant soldiers to attack the south gate, Liu Xinghan commanded the assault on the north gate, and Liu Guangwan led the group to capture the west gate. Once the general attack order was given, the various columns bravely charged into the city, with gunshots and cannon fire deafening. Since the attacking peasant soldiers were flying the flag of the Jinggangshan Workers' and Peasants' Revolutionary Army, the assault troops surged into the city like a boiling tide. The defending Nationalist 26th Regiment of the 41st Division of the 14th Army and some sapper company soldiers who had fled from Suichuan were terrified at the sight and immediately fell into disarray, breaking through the encirclement by land and water to flee toward Ganzhou. The uprising troops quickly occupied the county town and raised the red flag high on the battlements.

On the 9th, at Donghu Zhou in the county town, the Wanan County Committee held a mass rally attended by Wang Weixian, head of the Propaganda Department of the Communist Youth League Jiangxi Provincial Committee, and He Changgong, a representative of the Jinggangshan Workers' and Peasants' Red Army. At the meeting, the establishment of the Wanan County Soviet Government was announced, with Liu Guangwan serving as chairman. He Changgong presented the official seal.

The meeting passed the list of the County Soviet People's Committee and announced the government’s program, consisting of 28 articles.

The news of the victory of the Wanan Uprising spread far and wide, shocking the world. This was the first county-level Soviet government established in Jiangxi Province, making an extraordinary impact. For the first time, Wanan became the focus of the world.
