To strengthen crisis preparedness and familiarize the public with air defense procedures, the Ministry of National Defense conducted the civil-military joint air defense exercise "Han Kuang No. 40," which was carried out in seven regions across Taiwan: the northern, central, southern and eastern parts of the main island, as well as the offshore islands of Penghu, Kinmen, and Matsu. The northern part of "Han Kuang Exercise No. 40" took place on May 18 from 1:30 pm to 2:00 pm. This included practical drills such as the control of people and vehicles, evacuation, and taking shelter. During the exercise, do not walk on the roads without authorization and try to stay inside buildings. Those participating in tourism-related activities must also cooperate during the exercise period to avoid legal penalties. Violators may be fined up to NT$150,000.

The National Police Agency reminds the public to comply with the exercise control measures and related guidelines. At 1:30 pm on the day of the exercise, text messages will be sent to all 3G and 4G mobile phones within the exercise area via the “Disaster Message Broadcasting Platform” system linked with the National Science and Technology Center for Disaster Reduction (NCDR), to ensure that the public receives timely exercise notifications (via vibration and message text). At 2:00 pm, a message will be sent to indicate the end of the exercise.
3. Air defense alarm sound patterns:
(1) Emergency alarm sound pattern: one long tone, two short tones. The long tone lasts 15 seconds, each short tone lasts 5 seconds, with a 5-second interval between each segment. This sequence is repeated three times, totaling 115 seconds.
(2) All-clear alarm sound pattern: one long tone lasting 90 seconds.
(3) In the event of a real air raid during the exercise, the drill will be immediately halted, and emergency alarms will be issued according to current operational protocols.
4. Control measures:
(1) Public and private factories and companies within the exercise areas will operate as usual but must close doors and windows and implement personnel controls (Taiwan Power Company will not carry out power outages).
(2) After the alarm is sounded, all people and vehicles must follow the directions of police and civil defense personnel for air defense evacuation and taking shelter. The public must follow instructions and enter designated shelters. Those at home should close doors and windows tightly and observe a blackout.
(3) High-speed rail and Taiwan Railways trains will run as scheduled. Passengers who disembark and visitors picking up or seeing off others must immediately follow the guidance of military police, police, and civil defense personnel for evacuation.
(4) On highways within the exercise area, the principle of “allowed to exit, not allowed to enter” will be implemented, with controls at each interchange. Vehicles traveling on highways will not be stopped, but those exiting will be directed to evacuate and take shelter.
(5) Aircraft and ships docked at domestic airports and ports will operate as normal for takeoffs, landings, docking, and departures. However, passengers who disembark and those picking up or seeing off others must immediately follow the direction of military police, police, and civil defense personnel for evacuation.
If any foreign travelers or residents are unaware of the Han Kuang exercise situation, please assist them in understanding and guide them accordingly.
The northern region’s Han Kuang exercise includes Yilan County, Keelung City, Taipei City, New Taipei City, Taoyuan City, Hsinchu City, and Hsinchu County. Travelers in these areas should pay attention to local traffic guidance and controls. The next Han Kuang exercise will be held in the Penghu region (Penghu County Government) on Wednesday, May 24, from 1:30 pm to 2:00 pm, which is also the final Han Kuang exercise area for this year.
