Former Site of the Hunan-Jiangxi Border Special Committee of the Communist Party of China

The Former Site of the Hunan-Jiangxi Border Special Committee of the Communist Party of China is located at the foot of Beishan Mountain in Ciping, Jinggangshan. During the struggle in Jinggangshan, in order to strengthen the Party’s leadership over base area construction and ensure the comprehensive development and consolidation of the Party, government, military, and land revolution movements within the Jinggangshan Revolutionary Base, on May 20, 1928, Comrade Mao Zedong presided over the First Congress of the Hunan-Jiangxi Border Party in Maoping Village, Ninggang County. The congress elected the first special committee of the Hunan-Jiangxi Border Party, with Mao Zedong as secretary. The Special Committee was the highest local Party authority within the Jinggangshan Base Area. Under the leadership of the Special Committee, all aspects of work in the Jinggangshan Revolutionary Base quickly entered a period of great prosperity. On October 4 of the same year, Mao Zedong also presided over the Second Congress of the Party of the counties in the Hunan-Jiangxi Border Area in Maoping, electing the second Special Committee with Yang Kaiming and later Tan Zhenlin as secretaries, and Chen Zhengren as deputy secretary. The meeting also passed the resolution “Political Problems and the Tasks of the Border Area Party” (i.e., “Why Can the Red Political Power Exist in China?”) drafted by Mao Zedong. In the resolution, Mao summarized the experience of the struggle in Jinggangshan, elaborated on the reasons why the red political power in China could exist and develop over the long term, and put forward the brilliant theory of “armed agrarian revolutionary base.”

In the summer of 1928, the Special Committee moved its offices from Maoping to a civilian house at the foot of Beishan Mountain in Ciping, Jinggangshan. The central hall served as the office for committee staff, the left room was the bedroom of the Special Committee Secretary Tan Zhenlin, and the right room was the residence of the Deputy Secretary Chen Zhengren.

In the winter of 1928, to improve the ideological and theoretical level of Party members and League members and to further strengthen their confidence in the inevitable victory of the revolution, the Special Committee held political training classes for Party and League members in Ciping. These classes were organized in phases and batches, where members studied The Essentials for Communists, Marxist-Leninist theory, and general cultural knowledge. Through the Special Committee’s training and education, the beliefs and determination of the Communist Party members and League members in the revolution were strengthened, and they established a proletarian worldview and values. By the end of January 1929, during the Third Anti-“Encirclement and Suppression” Campaign, some leaders of the Special Committee were scattered. In mid-March, the Special Committee offices were relocated from Ciping to Dawan Village in Yongxin County and later to Yongxin County seat. By February 1930, in response to the evolving needs of the revolutionary struggle, the Hunan-Jiangxi Border Special Committee of the CPC merged with the Western Jiangxi and Southern Jiangxi Special Committees to form the Southwest Jiangxi Special Committee, thus bringing the honorable mission of the Hunan-Jiangxi Border Special Committee to an end.

In 1982, the State Council designated the “Former Site of the Hunan-Jiangxi Border Special Committee of the Communist Party of China” in Ciping, Jinggangshan, as a National Key Cultural Relics Protection Unit.

Ciping Town: Ciping Subdistrict is located in the central scenic area of Ciping in the Jinggangshan Scenic Area, Jinggangshan City, Jiangxi Province. The jurisdiction covers an area of approximately 3.8 square kilometers, with 6,036 resident households and a total population of 20,098 people (data from the Sixth National Population Census, including 14,459 permanent residents). The area includes four community neighborhood committees. Administratively, it borders the forest farms under the jurisdiction of the Jinggangshan Nature Reserve Administration of the Jinggangshan Administration Bureau—namely, to the west lies the Dajing Forest Farm, to the south the Zhusha Forest Farm, and to the northeast the Ciping Forest Farm.
