With the development of the revolutionary base in Jinggangshan, red political powers were successively established in the counties along the border. To strengthen leadership, in late May 1928, the Hunan-Jiangxi Border Workers', Peasants' and Soldiers' Government was established in Cangbian Village, Maoping, serving as the highest political authority for the border counties. It governed the Workers', Peasants' and Soldiers' Governments of six counties: Ninggang, Yongxin, Lianhua, Suichuan, Lingxian, and Chaling. The leadership of the government was elected by the Hunan-Jiangxi Border Workers', Peasants' and Soldiers' Representative Congress. At its establishment, Yuan Wencai was elected as chairman. The border government included the following departments: the Department of Land (headed by Tan Zhenlin), the Department of Military Affairs (headed by Zhang Ziqing), the Department of Finance (headed by Yu Benmin and Li Xiaofu), the Department of Politics and Law (headed by Deng Yunting), the Workers' and Peasants' Movement Committee (headed by Song Qiaosheng, Mao Kewen, and Hu Bo), the Youth Movement Committee (headed by Xiao Zinan and Liu Zhen), and the Women's Committee (headed by Wu Zhonglian and Peng Ru).

The border government earnestly implemented the guidelines and policies formulated by the border party committee, developed and organized the masses to carry out armed struggle, mobilized people to join the army and participate in battles, and defended the red political powers at all levels. The government led the peasants in distributing land, vigorously developing agricultural production, and consolidating the achievements of the land revolution. At the same time, it raised a large amount of supplies to support the Red Army. The border government made significant contributions to the development and construction of the Jinggangshan Revolutionary Base.

In March 1961, the State Council listed this site as a Major Historical and Cultural Site Protected at the National Level.
