The Memorial Hall of the Fourth Division of the New Fourth Army in Woyang County is a national AA-level tourist attraction and a classic red tourism destination.

Located in Xinxing Town, Woyang County, covering an area of 3,000 square meters, it is a key cultural relic protection unit of Anhui Province, a patriotic education base, and a national 2A-level tourist attraction.

In early September 1939, Peng Xuefeng led the guerrilla detachment of the New Fourth Army to Xinxingji, establishing an anti-Japanese base centered around Xinxingji in the border region of Henan, Anhui, and northern Jiangsu. In February 1940, the guerrilla detachment was renamed the Sixth Detachment of the New Fourth Army; in June, it merged with the Eighth Route Army’s Second Column, led by Huang Kecheng, to form the Fourth Column of the Eighth Route Army. After the formation of the New Fourth Army in 1941, it was renamed the Fourth Division of the New Fourth Army. In the same year, Peng Xuefeng led the Fourth Division to move east of the Tianjin–Pukou Railway. During its time in Xinxingji, the Fourth Division's headquarters directly oversaw more than ten departments, including the Political Department, the Counter-Espionage Department, the Civil Affairs Department, the Staff Department, the Military Law Office, the Adjutant Office, the Supply Office, the Daybreak Drama Troupe, and the Daybreak Newspaper Office. The former site of the Fourth Division Headquarters is a brick-and-wood courtyard complex consisting of two parts—eastern and western—with 34 rooms in total. It has now been turned into the Memorial Hall of the Fourth Division of the New Fourth Army. Zhang Zhen, former Vice Chairman of the Central Military Commission, inscribed the name of the memorial hall. Inside the memorial hall are the former residences of Liu Shaoqi and Peng Xuefeng, the Peng Xuefeng Merit Stele, as well as various photographs and revolutionary relics on display. In 1981, it was designated as a provincial-level key cultural relic protection unit by the provincial government.
