Tomb of Luo Huilian
The Tomb of Luo Huilian is a cultural tourism attraction.
In Wanglou Village in the northwest of Mengcheng, during the later stages of the War of Resistance against Japan, the headquarters of the New Fourth Army’s 4th Division was stationed here. Peng Xuefeng, Zhang Zhen, and others once lived here. Behind the village lies a revolutionary martyrs' cemetery, which is the tomb of Comrade Luo Huilian, reconnaissance chief of the 4th Division. The tomb is surrounded by lush pines and cypresses, enclosed by a flower-lined wall, with a memorial pavilion in the center and a memorial stele erected. The inscription on the stele includes a “Biography of Comrade Luo Huilian” written by the headquarters and political department of the 4th Division, a joint elegy signed by [Name Redacted], Zhang Zhen, and Wu Zhipu that reads “Eternal Glory to Comrade Huilian,” as well as a eulogy from all the people of Tancheng Township that says “Heroic Bravery Sets an Example.”
Comrade Luo Huilian was born on April 25, 1913, into a relatively well-off farming family by the Louxi River in Pu’an County, Guizhou Province. In 1923, at just ten years old, he entered Jiuying Senior Primary School in the western district of Pu’an. In 1929, he was admitted to Xingyi Middle School. During his time in middle school, he was influenced by revolutionary ideas and began to grasp some basic principles of revolution. During one protest, he actively participated in propaganda efforts and gave a speech saying: “For China to become strong, we must strive for national unity and liberation of the people, achieve the ideal of the world belonging to all and global harmony. But Chiang Kai-shek compromises with foreign powers and oppresses the people—we must resolutely oppose him.” In the spring of 1932, he was admitted to the high school division of Kunhua Middle School in Kunming, Yunnan Province, where he actively sought the truth of saving the nation and its people. In the autumn of 1934, he was admitted to the Civil Engineering Department of Jinan University. In 1936, he worked at the Huainan Railway Engineering Office. After the outbreak of the War of Resistance in 1937, filled with fervor to resist Japan and save the nation, he went to the revolutionary holy land of Yan’an and enrolled in the “Chinese People’s Anti-Japanese Military and Political University.” He joined the Chinese Communist Party in 1938. While studying at the Anti-Japanese Military and Political University, he was assigned to a training class of the General Staff Headquarters to study military affairs. After graduation, he was appointed to the New Fourth Army’s 4th Division, serving as reconnaissance staff officer, deputy chief of the reconnaissance communications section, and later as chief. On December 2, 1944, Luo Huilian, under orders from his superiors, led six comrades including Nie Shuhan to Xiaoxian County to inspect work and carry out the special mission of gathering intelligence on the Japanese puppet forces. When passing through Gaolouzhuang in Shigongshan, Woyang, they were ambushed by over 300 Japanese and puppet troops. Outnumbered, Luo Huilian and the six comrades sacrificed their lives heroically for the liberation of the nation. He was 31 years old.
After Huilian’s sacrifice, to mourn this proletarian fighter, the 4th Division and the people of the Northern Meng base area buried his remains behind Wanglou Village in Xiaojian District and erected a stele in his permanent memory.

Luo Huilian personally witnessed the tragic shooting of an older classmate who resisted conscription and tax collection. Filled with rage and indignation, he buried deep in his heart hatred for the evil society.
