The Beijing Human and Animals Environmental Education Center is designated as a patriotic education base.

The Beijing Human and Animals Environmental Education Center is a non-profit private non-enterprise organization created by Ms. Zhang Lüping and approved by the Beijing Municipal Civil Affairs Bureau. The center is committed to raising public awareness of animal protection through rescuing small animals and conducting educational activities, aiming to achieve harmonious coexistence between humans and animals. It is a comprehensive educational facility that combines animal protection advocacy with animal rescue and treatment, and is also the only government-approved non-profit civilian animal shelter and protection institution in China.

BHAEEC (Beijing Human and Animals Environmental Education Center),

The Beijing Human and Animals Environmental Education Center is located in Xiaotangshan Town, Changping District, covering an area of approximately 25,000 square meters with a built-up area of about 2,000 square meters. It includes 10 dog kennels, 1 cat shelter, 3 poultry houses, 2 separate isolation areas for injured or sick animals, and can accommodate over 500 animals. The center also has facilities such as educational classrooms, offices, and an animal treatment clinic. Established in 1997 in the mountainous area of Mentougou, it was relocated to its current site on April 28, 2001, where it remains today.

Development Process

The Beijing Human and Animals Environmental Education Center was developed and established by Ms. Zhang Lüping through ten years of hard work and perseverance. It has gone through four stages: from nonexistence to existence, and from small to large.

First Stage: Ms. Zhang Lüping housed rescued small animals in her office and personal residence.

Second Stage: As the number of rescued animals increased, Ms. Zhang had to move frequently, eventually living in rural areas, spending two years in a farmhouse in Shilihe and a warehouse in Daxing.

Third Stage: To create a relatively stable environment for rescue work under the municipal government’s pet ownership restrictions, Ms. Zhang established the Beijing Human and Animals Environmental Education Center in 1997. She renovated an abandoned military barracks in the mountainous area of Mentougou, and from then on, the animals and Ms. Zhang moved into the mountain valleys together.

Fourth Stage: Due to the inconvenient transportation, year-round water shortage, supply difficulties, and especially the center’s inability to fulfill its educational and promotional role in the Mentougou mountainous area, in 2001, Ms. Zhang decided to invest all her remaining assets. With partial funding from the International Fund for Animal Welfare (IFAW) in the United States and the Royal Society for the Prevention of Cruelty to Animals (RSPCA) in the United Kingdom, and under the immense pressure of debt, she built a new base in Xiaotangshan. The Human and Animals Environmental Education Center was renamed the Human and Animals Environmental Education and Science Popularization Center.

With the improvement of people's living standards and increasing richness, more and more families own pets. However, knowledge about the scientific feeding and protection of small animals has not been widely disseminated, and cases of animal abuse and abandonment remain prevalent. As a result, the promotion and education of animal protection have become increasingly important. As the only non-profit civilian animal protection organization in Beijing and even in China, the center faces greater challenges and responsibilities. With the care and support of all sectors of society, in addition to rescuing and sheltering abandoned and abused animals, the center aims to carry out more environmental education activities for animals, fostering a deeper awareness of animal protection among the public.

Xiaotangshan Town: A town under the jurisdiction of Changping County. It is a pilot town for urban construction in the municipality. Established as the Xiaotangshan Commune in 1961, it became Xiaotang Township in 1983 and was upgraded to a town in 1990. Located in the central-eastern part of the county, it is 17 km from the Asian Games Village and 19 km from the Capital Airport. Covering an area of 38.1 square kilometers with a population of 15,000, it has urban roads such as Shashun Road and Litang Road. The town administers 10 village committees including Houniufang, Datangshan, Xiaotangshan, Dalishu, Huluhe, Asuwei, Guanniufang, Mafang, Jiangli, and Shangxin, and one neighborhood committee, Shichang Street.
