The former site of the Shanghai County Government during the Republican Era is a cultural heritage conservation unit of Shanghai.

Located within a military compound at No. 2550 Humin Road (where the site of a Japanese massacre pond remains). The main structure is a building combining Chinese and Western architectural styles, completed in 1932. It was occupied on January 9, 1933. In November 1937, it was taken over by the Japanese army. In 1949, the Shanghai County People's Government was established here. In 1954, it was relocated, after which the site was used by the military.

On July 7, 1927, the Shanghai Special Municipality was established. The Nanshi district, where the seat of Shanghai County government was located, was incorporated into the Shanghai Special Municipality. At the beginning, the seat of Shanghai County government did not move, and the county government was temporarily housed within the municipality of Shanghai. In June 1931, Shanghai County decided to relocate the county government to Beiqiao (located at the intersection of current Humin Highway and Beisong Highway), and began constructing various facilities for the new county government offices in Beiqiao. The construction was completed in January 1933, and the relocation was officially carried out.

After the victory in the War of Resistance in 1945, on August 17, personnel sent from Chongqing to take over Shanghai County arrived in Sanlin Township, Shanghai County (now part of Sanlin Town, Pudong New Area). The members of the Shanghai County government immediately set up temporary offices at a private residence at No. 26 Nanxing Street, Sanlin Town, owned by the Kang family. Later, upon inspecting the original county government buildings in Beiqiao, which were severely damaged and required repairs, they decided to stay temporarily in Minhang Town and await the restoration of the Beiqiao county buildings before moving back.
