The Baicheng Nenjiang Bay Water Conservancy Scenic Area is a national water conservancy scenic area.
A natural harbor formed by the twisting terrain, where you can relax amidst reed marshes and ponds. Nenjiang Bay, commonly known as "Laokanzi," originates from the foothills of Yilihule Mountain in the Greater Khingan Range. Flowing from north to south over a thousand kilometers, the Nenjiang River turns southeast upon reaching the Da’an Plateau, creating this natural harbor. Since ancient times, it has been a natural dock and is also the largest inland river port open to the outside world in Jilin Province. In the past, when water resources were abundant, the area was dotted with ponds, lush with forests and grasslands, abundant in reeds, alive with waterfowl, and teeming with fish and shrimp, showcasing a pristine ecological landscape. In recent years, due to drought, the water level of the Nenjiang River has been declining year by year, almost all the ponds and ditches in the bay have dried up, the variety of flora and fauna has sharply decreased, large areas of tidal flats have been reclaimed as farmland by farmers, leading to increasing land desertification and soil erosion, and the ecological environment has deteriorated year by year. In response to this situation, the Da’an Municipal Party Committee and Government made the decision to restore and protect the wetlands, develop eco-tourism, and build an ecological civilization. Using this as a starting point, they have thoroughly implemented the development strategies of "prospering the city by the river" and "thriving the city with water," striving to create a riverside garden city and eco-tourism city that integrates "natural wetlands, urban development, and ecological landscapes." Development focuses on the implementation of the Nenjiang Bay Wetland Restoration, Protection, and Tourism Development Project—prioritizing both ecological construction and tourism development—gradually building the tourism brand of "admire Changbai Mountain to the east, explore Nenjiang Bay to the west." Following the approach of "introducing one element, activating six sources, and strengthening eight industries," water was introduced to restore the Nenjiang Bay Wetland Park, creating an urban wetland landscape belt integrating waterside sightseeing, boat cruising, fishing, and natural bathing, characterized by distinct riverside features. With an investment of 120 million yuan in the construction of the Nenjiang Bay Scenic Area, efforts focused on afforestation and infrastructure development. The scenic area’s infrastructure has been largely completed, achieving "five connections and one leveling." Over 1.5 million trees have been planted, the wetland ecology continues to improve, and the functionality of the scenic area has gradually strengthened. Today’s Nenjiang Bay features pavilions and towers; in winter and spring, when water levels are low, it sparkles with splashing droplets; in summer and autumn, during the rainy season, it billows with mist and clouds, majestic and imposing. The Nenjiang Bay National Wetland Park has become a city landmark of Da’an.
