Wenyuan Square is located at the intersection of Changchun Road and Changbai Street, covering an area of over 6,800 square meters. The square is built along the natural contours of the hill.

The construction of Wenyuan Square involved the relocation of eight entities: Dalian Lifting & Hoisting Transportation Company, Dalian Baiyun Auto Repair Factory, Dalian Anda Taxi Company, Dalian Jincheng Talent Training Center, Dalian Fusheng Auto Maintenance Factory, Dalian Hualinxingda LPG Station Baiyun Branch, Xigang District Real Estate Fleet, and the Gas Company Pressure Pumping Station. The relocation cost was 9 million yuan, and the resettlement fee was 4.5 million yuan. The project began relocating residents in late 1999, involving debris removal and site clearing. Formal civil engineering work commenced on March 6, 2000.

To date, 42,000 cubic meters of debris have been removed, 3,500 square meters of cofferdam slope protection have been constructed, 5,500 cubic meters of retaining walls built, 300 cubic meters of concrete water storage tanks installed, 3,500 square meters of artificial rockwork completed, 1,400 square meters of granite paving laid, 1,000 square meters of square bricks installed, and 1,100 linear meters of curbstone laid. The design also includes a fountain and waterfall, as well as a 2,200-square-meter garden area, 2,000 flowering plants, 1,000 vertical green plants, 25,000 hedge plants, 8 shaped trees, and 220 other types of trees. The total construction investment was 9.69 million yuan, and the project was fully completed by mid-June, half a month ahead of schedule.
