The former Dalian Municipal Hall - Dalny City Government Building is a cultural relic protection unit of Liaoning Province.

The former Dalian Municipal Hall - Dalny City Government Building is located at No. 3 Yantai Street, Xigang District, Dalian.

The Russian-built Dalny Municipal Hall ruins are located at No. 1 Yantai Street, Xigang District, Dalian, and were constructed in 1900 (the 26th year of the Guangxu reign in the Qing Dynasty). The building has two floors above ground and one underground, with a brick-concrete structure and a total floor area of over 4,800 square meters. The structure features red bricks, green tiles, and pointed roof decorations, giving the main building a vibrant color scheme; the interior is exquisitely decorated, with finely crafted baseboards, caisson ceilings, and exposed ceiling treatments. Some materials were imported from Europe, reflecting the characteristics of classical revival architecture. In 1898, Russia forced the Qing government to sign the "Lüshun-Dalian Lease Treaty" and occupied Lüshun and Dalian, establishing a Russian leasehold city called "Dalny" in the Far East. In May 1902, the Dalny Municipal Hall was officially inaugurated here, with Sakharov serving as mayor. On February 9, 1904, the Russo-Japanese War broke out in Lüshun. On May 30 of the same year, Japanese forces captured Dalian. Before retreating, the Russians set part of the municipal hall's main hall on fire. In 1926, Japanese colonists renovated the building and repurposed it as the Manchurian Resources Exhibition — Dalian Resources Exhibition Hall. In 1950, the Chinese government renamed it the Northeast Resources Museum. In 1959, it was designated as the "Dalian Natural History Museum." In 1996, it was announced by the State Council as a National Key Cultural Relics Protection Unit. In 1998, the Dalian Natural History Museum was relocated to Heishijiao in Shahekou District, Dalian. The term "Dalny" used in the Dalny Municipal Hall differs from the more commonly seen "Dalian."

Protected area: Within 1 meter outside the outer base of the building’s exterior walls.

Construction control zone: The first-class control zone extends south to the edge of the small square beyond the protected area; the second to fourth-class control zones extend 20 meters inward from the east, north, and west sides.
