The Liaoning Provincial Military District Training Brigade serves as a national defense education base.

The Liaoning Provincial Military District Training Brigade is located in Tanggangzi Town, Qianshan District, Anshan City, 13 kilometers from downtown Anshan. The camp covers a total area of 260,000 square meters, and currently has one office building, one teaching building, two dormitory buildings, one cafeteria, one guesthouse, and one multi-functional conference hall, with a total building area of 19,000 square meters. It can accommodate 2,000 people for training and living at the same time.

The brigade was formerly known as the Liaoning Military District Cadre Training Brigade. It was established in August 1954 in Beizhen County, Jinzhou, and relocated to Kaiyuan County, Tieling in October 1956, where it was renamed the Liaoning Military District Training Brigade. In December 1957, it moved to Qijiapu, Benxi, and then to its current location in January 1959. Before liberation, the site was a Japanese puppet-era artillery school. After liberation, it once housed the Cadre Remedial School of the former Northeast Military District. After relocating to its current address in January 1959, the Liaoning Military District Training Brigade underwent several name changes before being officially named the Liaoning Provincial Military District Training Brigade in January 1981, a name it retains to this day.

The brigade has a comprehensive office and oversees five companies, along with a college student military training office.

Since 1991, the brigade's Party committee has prioritized national defense education as a long-term, strategic initiative aimed at strengthening national defense awareness and cultivating talent for national defense and military development. While diligently fulfilling its regular training and education missions, it has made full use of its advantages in faculty, facilities, and venues to actively promote national defense education among the public.

In organizing national defense education activities, the brigade has conscientiously implemented the National Defense Education Law, the Outline for National Defense Education Among the General Public, as well as guidelines for institutions of higher learning and senior high schools. It has actively explored the characteristics and patterns of national defense education at different levels, ensuring comprehensive planning, meticulous organization, and integrated support. In military theory teaching, emphasis is placed on highlighting key points and selecting essential course content to clearly convey the most critical and foundational knowledge within limited time. The teaching approach also encourages two-way communication, inspiring students to question, reflect, and resolve doubts, thereby motivating their learning enthusiasm. Innovative methods are employed, including the development of multimedia courseware, combined with viewing video materials, visiting national defense education bases, participating in essay contests, and knowledge competitions—making complex issues simpler, abstract concepts more tangible, dull topics more engaging, and related subjects more logically coherent. During military training, rational grouping is applied: students are divided into squads by unit, with one instructor assigned per squad, three squads forming a platoon, six squads forming a company, and the entire school forming a training battalion. Instructors live and dine with the students, while company and battalion officers conduct nightly bed and sentry checks. Furthermore, strict regulations are enforced, and evaluations are strengthened to effectively ensure training quality. In terms of organizational management, the brigade emphasizes a unified approach that combines clear discipline with enhanced legal awareness, practical skill-building with self-care and independence, and mental resilience training with a competitive spirit—ensuring the training enhances overall quality.

To improve the quality of national defense education and military training, the brigade employs various approaches such as theoretical study, professional training, on-the-job drills, and teaching evaluations to significantly strengthen its instructional team. This ensures continuous improvement in their political quality, theoretical knowledge, and professional capabilities, guaranteeing the sustained and effective implementation of national defense education and military training.

Over the past 16 years, the brigade has trained over 300,000 personnel, including government officials, judicial officers, employees of enterprises and institutions, as well as university and middle school students. Additionally, it provides services and support every year for national defense education activities such as “One-Day Soldier” programs for leading cadres and “National Defense Summer Camps” for students. In 1996, it was designated as an “Anshan Municipal National Defense Education Base,” in 1997, it was awarded the title of “Advanced Unit in Joint Military-Civilian Construction of Socialist Spiritual Civilization” by the General Political Department, in December 1998, it was named a “Liaoning Provincial National Defense Education Base” by the Provincial National Defense Education Committee, and in April 2007, it was re-designated as a “Liaoning Provincial National Defense Education Base” by the provincial government.
