The Site of the Old Yingkou Prison is a cultural relic protection unit of Yingkou City.

The Site of the Old Yingkou Prison is located in Yongqiang Community, Qinghua Subdistrict Office, Xishi District, and is a representative example of modern government buildings in Yingkou.

In 1909, the Jinxin and other Sub-prefectural Patrol and Defense Offices established a Criminal Reformatory in Yingkou. The old prison was built in 1915 from sandstone and concrete, making it very sturdy. Modern judicial buildings used to incarcerate prisoners were not common in Yingkou—this is the only one—and it symbolizes the judicial civilization of modern Yingkou society. In 1916, it was renamed the Fourth Prison of Fengtian. The layout of the building is cruciform, divided into four wings, each named “Yan” (Strict), “Zheng” (Upright), “Gong” (Fair), and “Ping” (Impartial) respectively. It included separate rooms, shared dormitories, workshops, and a corner watchtower. The remaining “L”-shaped two-story building is part of the 1915 corner watchtower, constructed with red bricks, standing 9 meters tall, with a floor area of 544 square meters.

According to the “Chronicles of Major Events in Yingkou”: “In July 1915 (the 4th year of the Republic of China), the Yingkou Branch of the Fengtian Prison was completed, with Enlin serving as the head of the branch. It later became the office site for the local district court and procuratorate.” This building features a unique architectural style and serves as evidence of Yingkou’s historical development.

In 1998, the Yingkou Municipal People’s Government (Yingzhengbanfa [1998] No. 20) designated the Site of the Old Yingkou Prison as a municipal-level cultural relic protection unit. The announced protection scope and construction control zone were as follows: the area within 5 meters outside the prison’s outer wall constitutes the protected zone; the area beyond the protected zone but still within the factory grounds is classified as a Class I construction control zone.
