The site of the Dongguan County Peasants' Association is located on Xiangta Street in Guancheng, Dongguan City. In the spring of 1925, the Preparatory Committee of the Dongguan County Peasants' Association was established at the Foundling Hospital in Taiping (now Humen Town), with Cai Ruping serving as the head of the preparatory committee and Cai Rixin, Wang Guchu, and Deng Yizhou as members. At that time, peasants' associations in the first, second, and third districts of the county had already been formed, with approximately four to five thousand members, making it one of the 22 counties in the province with organized peasants' associations.

In May 1925, the Dongguan County Peasants' Association was officially established, with Cai Ruping serving as the executive director of the association. Cai Rixin, Tan Shiquan, Deng Yizhou, and Deng Shengfu were appointed as executive committee members, and the association's office was located on Xiangta Street in Wanshouli, Guancheng. In May 1926, the Second Provincial Congress of the Guangdong Provincial Peasants' Association was held, during which Cai Ruping was elected as a standing member of the Guangdong Provincial Peasants' Association. The provincial association then assigned Communist Party member Chen Kewu to take over as the executive director of the Dongguan County Peasants' Association. Executive committee members included Cai Rixin, Tan Shiquan, Deng Yizhou, Deng Shenghu, and Zhang Qianchu. The association oversaw peasants' associations in the first, second, third, and fourth districts as well as 128 township-level peasants' associations, with a total membership of 12,705. By the end of the year, the Dongguan Peasants' Self-Defense Army had grown to over 5,000 members.

From the day of its establishment, the Dongguan Peasants' Association engaged in fierce struggles against local despots, reactionary gentry, militias, and bandits. It played a significant role in safeguarding the interests of peasants, quelling feudal village conflicts, supporting the Canton–Hong Kong Strike, participating in the First and Second Eastern Expeditions of the National Revolutionary Army, and suppressing the Liu-Deng Rebellion.
