The site of the Local Executive Committee Office of the Communist Youth League in Dongguan is located at No. 11 Hengxiangzi, Guancheng, Dongguan City (currently marked as No. 13). The building was owned by the Jian family and was built around the Daoguang era of the Qing Dynasty. Originally a three-courtyard structure with an area of about 100 square meters, its middle and rear courtyards have since collapsed, leaving only the front courtyard as a dilapidated structure. The front courtyard has a main hall, above which there is a wooden loft used to enshrine ancestral tablets of past generations. On both sides of the hall are rooms, each with a wooden loft for storing miscellaneous items.

On April 12, 1926, the Dongguan Regional Congress of the Communist Youth League was held, attended by 18 delegates. The Local Executive Committee of the Communist Youth League in Dongguan was established, with members Li Benli, Huang Guoqi, Zhou Tang, Liu Bogang, and Li Hongju, and alternate members Li Henian and Yang Juerong. Li Benli was elected as the Secretary of the League’s Local Committee, Liu Bogang as the Organization and Finance Committee member, Huang Guoqi as the Propaganda Committee member, and Li Hongju as the Education Committee member. The office was located at No. 11 Hengxiangzi, Guancheng. The committee oversaw five branches—Guancheng, Shima, Dongguan Middle School, Taiping, and Shilong—with a total of 45 members. The meeting passed seven resolutions: developing the organization, consolidating the organization, training and propaganda, expanding—, supporting the development of the workers' and peasants' movement, developing civilian schools and children's movements, and promoting movements among young workers, young peasants, and young women.

By the end of May 1926, Li Benli took over as the head of the CPC Dongguan local organization. Adjustments were made to the membership of the Local Executive Committee of the Communist Youth League, with Liu Bogang temporarily serving as Secretary and Yang Juerong as the Education Committee member. By the end of the year, Huang Guoqi became the Secretary of the Local Executive Committee of the Communist Youth League in Dongguan.

After the establishment of the Dongguan Local Committee of the Communist Youth League, under the leadership of the CPC Dongguan Party organization, it actively carried out youth movements by taking advantage of the favorable situation of cooperation between the Kuomintang and the Communist Party, ushering the youth movement in Dongguan into a new phase.
