The site of the Executive Committee Office of the Communist Party of China in Dongguan is located at Qinfen Garden, Shaojiang Mansion, Banbianjing (now Lane 4, Renhe Li, Guancheng), Dongguan City.
In June 1926, the Special Branch of the Communist Party of China in Dongguan was reorganized into the Executive Committee of the Communist Party of China in Dongguan, under the jurisdiction of the Guangdong Regional Committee of the CPC, with its office set up at Qinfen Garden, Shaojiang Mansion, Banbianjing, Guancheng. The secretary was Li Benli, and the committee members included Li Benli, Huang Guoqi, Chen Zhaokui, Zhang Qianchu, Xie Muying, and Li Henian. Li Benli also served as the organizational committee member, Huang Guoqi as the publicity committee member, Chen Zhaokui as the [committee] member, Zhang Qianchu as the agricultural movement committee member, Xie Muying as the women’s movement committee member, and Li Henian as the youth movement committee member. It had branches in five areas: Guancheng workers, schools, Shanxia, Shilong, and Shima, with 39 party members. By the end of the year, there were adjustments to the Executive Committee of the Communist Party of China in Dongguan: the secretary was Li Benli, and the committee members were Li Benli, Huang Zhongfan, Tan Shiquan, Chen Zhaokui, Zhang Qianchu, Xie Muying, Li Henian, and Zhou Tang. The organizational committee member was Huang Zhongfan, the publicity committee member was Tan Shiquan, the [committee] member was Chen Zhaokui, the agricultural movement committee member was Zhang Qianchu, the women’s movement committee member was Xie Muying, and the youth movement committee member was Li Henian.
After the establishment of the CPC Dongguan Committee, it initiated the organization of the Dongguan County People's Organizations Committee for Local Public Welfare. Through this body, it vigorously promoted the workers’ and peasants’ movements. At the same time, it actively mobilized the masses to support the Northern Expedition of the National Revolutionary Army, further advancing the national revolution in Dongguan.
After the April 12th counter-revolutionary coup in 1927, the Kuomintang in Guangzhou sent a secret telegram to the Dongguan county government to carry out a purge, arresting Communists and trade union and peasant association cadres. Upon receiving the news, the CPC Dongguan Committee quickly relocated. On April 24, the KMT authorities in Dongguan searched the offices of the CPC Dongguan Committee but found nothing.
