The Ancestral Hall of Ronghai Li – Site of the People's Government of the New Fourth District of Dongguan County is located at No. 13, Qinyi Lane, Debente Street, Huangchong Village, Zhongtang Town, with GPS coordinates: 23°07'22.4"N, 113°43'48.3"E, and an elevation of 3 meters.

In August 1949, the Nationalist Dongguan County Security Police’s Third Battalion, which had occupied Huangchong, was forced to withdraw from the village under successive attacks by the waterway guerrilla forces led by the Chinese Communist Party. The guerrillas entered Huangchong and subsequently established a democratic government openly, founding the People's Government of the New Fourth District of Dongguan County. Luo Jinrun served as district chief, and Chen Chenglai as deputy district chief. The district government was housed in the Ancestral Hall of Ronghai Li in Huangchong Village. After its establishment, the New Fourth District Government publicly posted notices to expand its influence, and previously incubated underground rural organizations also began operating openly. At the same time, three armed companies (Jiaolong, Qinglong, and Guojianglong) were secretly formed, concentrated in Huangchong for training. They conducted situation education and military drills to enhance combat effectiveness. Each company had about 100 members, totaling over 300 personnel. These three companies usually operated separately in nearby villages but would regroup when necessary to strike against the enemy.

After the land reform ended in 1953, the district government was dissolved. In 1956, the Ancestral Hall of Ronghai Li was used as a branch campus of Huangchong Primary School, and in 1958, it served as a canteen for the people’s commune.

Huangchong Village is located in the northern part of Dongguan City, covering an area of approximately 7 square kilometers. It consists of four natural villages and governs 27 villager groups. It has an agricultural household population of over 9,000, a migrant population of more than 15,000, and a permanent resident population of 10,000. The village operates under a Party committee system, which includes seven rural Party branches and one joint Party branch for foreign-funded enterprises, with a total of 262 Party members.
