The Site of the Second-Line County Party Committee of the CPC in Dongguan is located on Nanyuan Lane, Za’er Village, Wentang Community, Dongcheng Subdistrict. GPS coordinates: 23°02'50.6"N, 113°49'42.6"E, at an elevation of 17 meters.

In May 1942, the CPC Guangdong Northern Provincial Committee was dismantled. In response to the changing situation, the Dongguan (Dong)-Bao’an (Bao) frontline area established the Provisional Working Committee of the CPC Dongguan-Bao’an in July 1942. The committee was chaired by Huang Yu, with Wang Shizhao as head of organization and Liu Ruchen as head of propaganda. It led the party organizations in Dongguan, Bao’an, and Zengcheng along the enemy’s rear lines in the Dongjiang region, with its office based in Lin Village, Dongguan. To prepare for prolonged struggle, the Dong-Bao Provisional Working Committee decided to divide the party organization into first-line and second-line sectors: the first-line was responsible for supporting troops, while the second-line handled underground operations. Given the vastness of Dongguan and the varying political conditions across regions, the Dong-Bao Provisional Working Committee further divided the first-line party organization of Dongguan County into two county committees: frontline and rear. In July of the same year, the CPC Dongguan First-Line Rear County Committee was established at the home of Lu Dong in Dongkeng, governing areas on both sides of the Guangzhou-Kowloon Railway in Dongguan. It was chaired by Mo Fusheng, with Yao Shan as head of organization and Lu Dong as head of propaganda. The CPC Dongguan Second-Line County Committee was also established in July 1942, with its office located in Wentang. It oversaw five districts: Taiping, Houjie, Changping, Shuixiang, and Qingxi, and had over 100 party members. The committee was chaired by Chen Mingyan, with Wang Wenkui as deputy chair and Liu Zhiyuan as head of organization. In April 1943, the first-line and second-line county committees of Dongguan were dissolved.

The original site of the CPC Dongguan Second-Line County Committee was the ancestral hall of the Zhengpin Clan in Wentang Township, Dongguan County. This ancestral hall was demolished in 1963.

Wentang Community: Located east of Dongcheng Subdistrict in Dongguan City, Wentang Community covers an area of 11.6 square kilometers. The community has 22 shareholding economic cooperatives, with a total of 2,421 households and a resident population of over 50,000, including approximately 10,000 local residents and more than 40,000 migrants. The most common surname is Yuan.

In 2016, the total collective income of both the neighborhood committee and shareholding cooperatives in Wentang Community reached 240 million yuan, of which the neighborhood committee earned 16 million yuan and the shareholding cooperatives earned 224 million yuan.
