The Site of the Former Headquarters of the Dongbao United County Committee of the Communist Party of China is located in Beilian Village Group, Gaobu Village, Gaobu Town. GPS coordinates: 23°05'05.5"N, 113°43'13.2"E, at an elevation of 16 meters.

The Site of the Former Headquarters of the Dongbao United County Committee of the Communist Party of China was originally a large north-facing courtyard, relatively spacious, surrounded by residential houses. In late 1938, following instructions from the Southeastern Guangdong Special Committee of the Communist Party of China, the Dongbao (Dongguan-Bao’an) United County Committee of the CPC was established, with Zhang Ru as secretary, Yuan Jianwen as head of the Organization Department, and Wang Zuoyao as head of the Propaganda Department and concurrently head of the Armed Forces Department. The mission of the Dongbao County Committee was to quickly restore contact with Party branches in various regions; to rebuild armed forces under Party leadership and carry out guerrilla warfare behind enemy lines. Initially, the headquarters of the Dongbao United County Committee was located in Kushicao Village, Qingxi, before being relocated successively to Tangxia and Taigongling in Dalingshan. In early 1940, it moved again to Gaobu in the water town area, setting up in the home of Mo Jipeng in Gaobu Village. The Dongbao United County Committee mobilized the masses in the water town, openly establishing organizations such as Brotherhood Associations, Sisterhood Associations, and Reading Clubs, using these groups to promote resistance against Japan. It also established an armed force—the Gaobu Self-Defense Team—through the Gaobu Village Party Branch. The Water Town District Committee sent operatives to infiltrate the local bandit groups in the water town and gained control over part of their forces. To secure leadership over the armed groups of the water town bandits, the Dongbao United County Committee also formed a Water Town Armed Uprising Committee. The activities of the Dongbao United County in the water town laid the foundation for the Party’s later leadership in the anti-Japanese armed struggle of the local people.

In June 1940, the Dongbao United County Committee was disbanded, and its headquarters withdrew from this location. The home of Mo Jipeng was later demolished and replaced with several residential houses.

Gaobu Village: Located in the central area of Gaobu Town, Gaobu Village covers a total area of 2.75 square kilometers, with a built-up area of 1.1 square kilometers. It has a registered resident population of over 3,300 and approximately 40,000 migrants. The village is bordered by Zhenxing Road to the left and Gaobu Avenue and Gaolong Road to the right, with three major roads running through the entire village, giving it a strategically advantageous location and excellent transportation links.
