The site of the former Dongguan County Committee of the Communist Party of China and Dongguan County People's Government is located at No. 5, Huangwei Fourth Lane, Da'huan Village, Dalingshan Town, with GPS coordinates: 22°54'51", 113°47'05", and an elevation of 33 meters.

The site faces southwest and is a residential building with two tiled rooms, measuring 19.1 meters in length and 19 meters in width, with a total area of 362.9 square meters.

On September 1, 1949, to prepare ideologically, organizationally, and operationally for the liberation of Guangdong, the Jiangnan District Committee of the Communist Party of China issued an order to adjust the organizations and cadres of Dongguan and Bao'an counties respectively. The Dongguan County Committee and the Bao'an County Committee were established, as well as the Dongguan County People's Government and the Bao'an County People's Government. The First Regiment and Political Department of the Third Detachment of the Guangdong–Jiangxi–Hunan Border Column of the People's Liberation Army served as the highest military leadership organ for both counties. Local companies and armed work teams were usually under the leadership of the county government but were unified under the command of the regiment during wartime. The Dongguan County Committee of the Communist Party of China was organized into departments (commissions) including Organization, Propaganda, Government Affairs, Youth, and Women, with Lu Huanguang serving as the County Party Secretary, Fang Dong as the head of the Organization Department, Yuan Weimin as the head of the Government Affairs Department, Zhu Jinling as the head of the Propaganda Department, Mo Ru as the head of the Youth and Women’s Commission, and Lu Huanguang, Fang Dong, and Yuan Weimin as members of the Standing Committee. The adjusted Dongguan County Committee of the Communist Party of China had jurisdiction over the following party organizations: Xin Yi District Committee, with Mo Yi (later replaced by Zhou Weixun) as secretary, covering the party organizations of Dalang, Changping, and Dongkeng; Xin Er District Committee, with Tang Chao (later replaced by Kuang Zhi) as secretary, covering the party organizations of Dalingshan; Xin San District Committee, with Zhang Sheng as secretary, covering the party organizations of Qingxi, Fenggang, and Zhangmutou; Xin Si District Committee, with Luo Jinrun as secretary, covering the party organizations of the Water Town area; Taiping District Committee, with Mo Yi as secretary, covering Taiping; and the Guancheng General Branch, with Lu Jia as secretary.

On October 16, 1949, the headquarters of the Guangdong–Jiangxi–Hunan Border Column ordered the Third Regiment of the First Detachment of the East River Column to return from Bao'an to Dongguan to work with brother troops to resolve the enemy in Guancheng. On October 17, the Third Regiment of the First Detachment entered Dongguan County and declared the liberation of Dongguan. On the same day, the Dongguan County Military Control Commission was established, with Qi Feng as director and Yang Pei, Mai Dingtang, and Lu Huanguang as deputy directors. The organs of the Dongguan County Committee of the Communist Party of China and the Dongguan County People's Government moved from the liberated area of Da'huan Village, Dalingshan, to Guancheng.

The site was rebuilt in the 1980s but largely retains its original appearance.

Da'huan Village: Located in the northwest of Dalingshan Town, adjacent to Houjie Town, Da'huan Village is about 5 kilometers from the town center, covering a total area of approximately 4 square kilometers. The village has a total population of around 1,500, including 579 registered residents and over 1,000 migrant residents. There are currently 12 enterprises in the village.
