The Site of the Anti-Japanese Democratic Government of Dongguan’s New Second District is a protected cultural heritage site of Dongguan City.

The Site of the Anti-Japanese Democratic Government of Dongguan’s New Second District is located at Dashiban, Lianping Village, Dalingshan Town, GPS coordinates: 22°55'39.1", 113°48'38.9", at an elevation of 32 meters.

The site was originally a three-story brick-and-wood watchtower with a flush gable roof, facing west, measuring 5 meters in width and 9.5 meters in depth, with a pyramidal-tiled house on the north side, covering a total area of approximately 47.5 square meters. In 1939, Huang Jihua, a resident of Lianping Village, built the watchtower to guard against bandits. In 1958, two stories of the watchtower were removed, and the northern tiled house was converted into a single-story concrete-brick structure in 1990.

With the consolidation and development of the Dalingshan Anti-Japanese Base Area, in early April 1941, the first anti-Japanese democratic government in Dongguan County—the Lianping Township Democratic Government—was established. The township head was Li Jinteng, and the deputy head was Liu Guiping. The government office was located in this watchtower. On August 13, 1944, the Dongguan New Second District Government of the Dongbao Administrative Supervisory Office of the anti-Japanese democratic regime was established, with Zhang Ying (later succeeded by Huang Hua) as the district head. It governed Lianping, Dasha, Jingjuling, Zhangjia Village, Yangxi, and Huangcun townships. The district government offices were also housed in this watchtower. After the establishment of the New Second District Government, it actively developed production, collected public grain, supported the troops, carried out anti-Japanese propaganda, and mobilized local residents to join the guerrilla forces.

In January 2004, the Site of the Anti-Japanese Democratic Government of Dongguan’s New Second District was designated as a protected cultural heritage site of Dongguan City by the Dongguan Municipal People’s Government.

Lianping Village: Located northwest of the central area of Dalingshan Town and adjacent to Niushan Village in Dongcheng District, Lianping Village covers a total area of 7.17 square kilometers. It includes a 1,067-mu farmland reserve, 1,900 mu of forested land, and seven villager groups. The permanent registered population is 2,880, with 114 current party members. After the 2008 election, the village’s two committees consisted of eight members in total—eight from the Party branch committee and three from the village committee—achieving 100% cross-appointment between the two.
